New flats tend to come with hard floors and a rug or two; the older houses have fitted carpets that hold years of traffic from the front door through to the kitchen. Since the Housing Act 2004, a landlord taking a deposit on an assured shorthold tenancy has had to protect it in an approved scheme, the TDS, the DPS or myDeposits, within 30 days and give you the details. If your landlord missed that deadline, your position on any deduction is stronger from the start. At the end of the tenancy the landlord proposes deductions and you accept or dispute them. If you cannot agree, either side can take it to the scheme’s free adjudication service, where an independent adjudicator weighs the evidence from both sides and decides.

Cleaning is one of the most disputed deductions, and the rule on it is clear. A landlord must show actual cost, not an estimate, and a contractor’s invoice carries more weight than a round-number guess. Fair wear and tear cannot be charged for.
