Why Kensington L7 deposits get deducted

Liverpool City Council does not run an Article 4 HMO licensing direction across the whole of L7, but the council’s selective licensing scheme covering Kensington and Fairfield ward (renewed 2025) means landlords are watched harder than the city average and inventory clerks know the bond is the only stick a clerk has at hand-back. The Renters’ Rights Act 2025 came into force last autumn and binned Section 21, which has pushed agents to be stricter at the inspection stage because re-letting after a contested deposit case is more expensive than it used to be. The TDS, MyDeposits and DPS schemes resolved roughly 30,000 disputes nationally in 2024, with cleaning the single most-cited deduction reason on student and HMO lets. Renters’ Rights Act 2025

The Act ended fixed-term ASTs for new tenancies from October 2025 and shifted everyone to monthly periodic. Read the Act on legislation.gov.uk. Two practical knock-ons for L7 tenants: agents can no longer threaten to withhold a renewal, so the deposit is now the only financial stick on a leaving tenant, and the clerks I speak to at Sutton Kersh are taking longer over their hand-back inspections. The deposit cap is still five weeks’ rent under the Tenant Fees Act 2019. TDS publishes the dispute statistics that show cleaning is the lead deduction category on student lets nationally.

Liverpool City Council selective licensing

Liverpool’s selective licensing scheme renewed across Kensington and Fairfield ward in 2025 and Kensington L7 is one of the wards where licence renewals are checked against property condition annually. The council’s licensing page lists the conditions. Two clauses matter at hand-back: the property must be returned in a clean and habitable condition that does not breach the licence holder’s obligations, and the landlord must have records to evidence that. Letting agents in L7 use the inventory clerk’s report as that evidence. A poor exit clean creates a paper trail the agent does not want, so the clerk leans on the cleaning deduction.

The HMO and student-let pattern

Kitchen

The kitchen is the failure point on every L7 student-let exit clean we have ever done. We pull the extractor canopy down where the housing allows, lift the metal mesh filter, degrease both sides, scrub the canopy interior and re-fit. We take down the trim ring around the hob, scrape the carbonised oil from the burner crowns, descale the kettle and the steam-iron reservoir, polish the splashback tiles, and degrease the cooker hood interior up to the duct. Oven door seals, oven base, oven roof, oven racks, and the glass-on-glass inside the door — the bit most cleaners miss. Fridge interior pulled out and washed top to bottom, including the seal where the mould patch always grows. Liverpool’s water sits at roughly 30 to 50 ppm on the United Utilities supply (soft to medium-soft), so the dominant kitchen failure is grease rather than limescale. We work to the grease.

Bathrooms

Shared bathrooms in HMO terraces grow soap-scum film at a rate solo lets do not. We descale the showerhead, the taps and the toilet pan rim, scrub the grout lines from floor to ceiling, polish the mirror, clean the extractor fan grille, lift the bath panel where it lifts, and clean the back wall behind the loo. Around 30 to 50 ppm soft water means the actual scaling problem is grease residue from soap and shampoo carrying body-oil up onto the tiles, not the chalky white deposits you get on a Kent or Essex job. Different chemistry, different brushes, same result.

Bedrooms and living rooms

Skirting, picture rail, coving, and the top of every door frame. Picture rails in the late-Victorian terraces along Holt Road and Empress Road are the dust trap nobody touches in a year. Wardrobes and chests of drawers emptied of dust inside and out. Light switches, sockets, radiators front and back including the convector fins. What do you not clean as part of the fixed price?

External windows above ground floor, communal stairwells in HMOs (the licence holder pays for those separately), garden waste removal, large-scale rubbish removal beyond a single bin’s worth, and structural mould remediation that needs treatment beyond surface cleaning. We will quote separately for any of those if asked.

Do you accept payment after the inventory clerk has signed off?

We invoice on completion and ask for payment within seven days. We do not hold payment to inventory sign-off because the clerk’s report can take up to ten working days to come back, and we book the next crew off your payment. The 48-hour re-clean guarantee covers you if anything is flagged.

Is there a cancellation fee?

Cancellation more than 48 hours before the booked slot is free. Within 48 hours we charge a 50% slot fee because the crew is already allocated. Within 12 hours it is the full price because we cannot re-book the slot.
