How the check-in report quietly decides your deposit

Start with the document, because almost nobody does and it is the whole game. When you moved in, a clerk walked the house and wrote a report describing every surface, nearly always with photos, often with the word “clean” against the kitchen and bathroom. That was true on the day, because the house had just been turned around. At check-out a clerk walks it again and compares, line by line. Anything materially worse than the check-in entry, beyond fair wear and tear, is chargeable against your deposit. Here is the thing tenants moving up from the South East get wrong about Liverpool. The supply through United Utilities comes largely from upland reservoirs in the Lake District and Wales, so the water that reaches an L8 tap is soft to moderately soft. Limescale is a far smaller problem here than it is in London or Kent. Your taps and kettle stay clear, the shower head does not fur up, and a clerk who spent years working southern check-outs would be looking for scale that mostly is not there.

The catch is the opposite one. Soft water plus cheap shower gel plus an old terrace bathroom with no real window means soap scum and a black mould film, building in the silicone, the grout and across the ceiling above the shower. That is the local tell, and the clerks here know it. The other half is grease: years of student frying leaves a brown layer on the wall and tiles behind the hob, and a harder, set film on top of the wall units where a normal clean never reaches. What 1 May 2026 changed for L8 move-outs

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can now give two months’ notice at any point rather than waiting for a fixed term to end.

Here is the part people get wrong. The cleaning side of a move-out did not change at all. The Tenant Fees Act still applies. The check-in benchmark still applies. The deposit maths is exactly what it was the week before. What changed is timing.

In a patch this full of student and young-renter lets, that matters. Toxteth already turns its houses over in a tight summer window, with one group out and the next in within a day or two. Let people leave on a rolling two months instead of a fixed end date and the move-outs spread out and get harder to predict, so the slot you want goes sooner than it used to. The kitchen, where most L8 deposits go

The oven is stripped, not wiped. Racks go in a soaking tank, the door glass is split apart so the brown film between the panels comes out, and the interior, fan, element and seals all get done. Then the rest of the room. The wall and tiles behind the hob come back to bare surface, because that grease layer is the single most-flagged fault in a Toxteth kitchen. Bedrooms, living rooms and everything in between

Inside every wardrobe, drawer and built-in cupboard. Skirting, including behind where furniture stood, door frames, doors, handles and finger plates. Light fittings, switches and sockets, and the high ceiling corners of these tall old rooms, which always hold cobwebs and dust. Window sills, reveals and the inside of the glass; the big front rooms of the Princes Road and Princes Avenue houses have deep reveals and working shutters that take slow, careful work. Radiators behind, under and on top. Walls spot-wiped for marks, with a realistic line drawn, because nail holes and scuffs are a decorator’s bill and not yours to scrub away. Hard floors washed with the right product. Carpets hoovered throughout, with hot-water extraction available as an add-on, which the longer student lets around here usually need.

Two of those often want their own pass. A machine carpet shampoo is what the carpet cleaning add-on covers on the same visit, and the exterior glass on the tall period houses is a separate job that window cleaning folds in when the inventory asks for it. Then a final walk-through, photographed before and after, every room. That photo set is the evidence you keep.


Toxteth street by street: the stock changes as you walk it

Toxteth is not one kind of house, and the clean has to change with the stock. Walk it and you pass three or four different worlds inside the same L8 postcode, each with its own thing the clerk is told to look for. We work it in bands.

The Welsh Streets are a grid of late-Victorian terraces off the bottom of Princes Road, designed by the Welsh architect Richard Owens and built to house dock workers, which is where the street names come from. Round the corner, the Granby Four Streets, Cairns, Beaconsfield, Jermyn and Ducie, were brought back from dereliction by a resident-led community land trust whose work won the Turner Prize in 2015. These are small, hard-used houses, and the check-out is almost always won or lost on the kitchen and the bathroom: the grease behind the hob, the film on the unit tops, and the mould on a steamed-up ceiling. Princes Road and Princes Avenue: the grand boulevard houses

Up the hill the houses get grand. Princes Road and Princes Avenue form the tree-lined boulevard Liverpool built for its merchants, the Victorian villas along it sharing the street with the synagogue and a row of churches. Most have long since been carved into flats and shared houses, and the inventory on one of these names the period detail on its own lines: deep window reveals, working shutters, picture rails, ceiling cornicing, high skirting with a ledge of dust along the top that a quick going-over never touches. The clean has to match those features individually, and nothing aggressive goes near original plaster or paint. A scratched architrave is a bigger deduction than a missed oven, so we do that detail by hand.

The rest of L8: Lodge Lane, the park edge and the new infill

Off Lodge Lane and round Princes Park, Paxton’s old park at the heart of the area, the stock mixes again: more terraces feeding off the main road, with the Florrie, the restored Florence Institute on Mill Street, sitting among them as the local landmark. Towards the Georgian Quarter fringe near Canning the houses turn handsome and Georgian. Stitched through all of it is newer housing-association and regeneration infill, smaller rooms and simpler kitchens, but a clerk still checks the extractor and the inside of every unit. One method does not pass all of this, which is the point of working it in bands.
