How the check-in report decides your Woolton deposit

Start with the mechanism, because almost nobody does. When you moved into your Woolton flat, a clerk walked it and wrote a check-in inventory: every surface described, usually photographed, the kitchen and bathroom often logged as clean or as new because the place had just been turned around between tenants. Why it is grease and mould here, not scale

One local fact reshapes the whole clean. Woolton water is soft. United Utilities draws the Liverpool supply largely from Lake District and North Wales reservoirs, and L25 runs at roughly 39 ppm, which is firmly in the soft band; you can check the classification on the company’s own water hardness page. In a hard-water town the clerk goes straight for scaled taps, a cloudy shower screen and a kettle nobody descaled. Here, that barely registers. Soft water is a small mercy at the end of a tenancy, one less category to lose money on.

What it does is move the deductions somewhere else. Grease and damp.

Grease is the big one. Soft water does nothing to slow the brown film that bakes onto the tops of the kitchen wall units, the oven door glass, the splashback behind the hob and the metal extractor filter over months of cooking. That film is the most reliable deduction in the postcode, and the filter is one of the first things a Woolton clerk lifts out and photographs. We strip it rather than smear it.

Damp is the other. A lot of Woolton bathrooms, especially in the older sandstone terraces and the grand-house conversions, are small or windowless with weak ventilation. Licensing, the law, and what 1 May 2026 changed

People assume every Liverpool rental is licensed, and for Woolton that is wrong, so it is worth being exact. Liverpool City Council does run a large selective licensing scheme for private rentals, in force from 1 April 2022 and set to run to 31 March 2027, covering roughly four in five privately rented homes in the city. But it is ward-based, not citywide, and the wards in it are the inner-city ones: Anfield, Picton, Kensington and Fairfield, Princes Park, County, Everton, Kirkdale and the rest of that belt. Woolton and L25 are not in the designation, so most landlords here are not licensed under it.

What 1 May 2026 changed for Woolton move-outs

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, and existing assured shorthold tenancies have converted to periodic tenancies, so a tenant can give notice and leave on their own timing rather than waiting for a fixed term to end. Here is the part people get wrong: the cleaning side of a move-out did not change at all. The check-in benchmark still applies and a clean is judged the same way it always was. What changed is timing. More Woolton tenancies now end when the tenant chooses, so move-outs are more frequent and less predictable. The 57 points, room by room

The kitchen, where most of the money is

The oven is stripped, not wiped.   • The extractor grille and any vents cleaned, since weak ventilation is where the mould came from in the first place

Bedrooms, living areas and the bits between

Inside every wardrobe, drawer and built-in cupboard, plus the floor under the bed where the inventory photo is usually taken. Skirtings, sockets, switches and any built-in shelving. Doors both faces, frames, handles and the finger marks round them. Then the high-level work the older sandstone houses are marked on specifically: cornices, picture rails and the tops of door frames, dusted down, because a torch held at an angle finds the grey line you cannot see standing up. Internal glass cleaned and windows done from the inside, sills and the runners along the bottom of the frame included. Light fittings and shades dusted, ceiling corners checked. Stairs, spindles, banister and hallway where the property has them. All hard floors vacuumed then washed, edges and corners rather than the open middle. Carpets vacuumed throughout, with a full shampoo as a priced add-on where the inventory calls for it. Then a last walk-through against the room-by-room list, in the order a clerk works.

Woolton’s building story shows up in the cleaning, so we work the area as a few different jobs rather than one. This is sandstone country. The local quarries gave Woolton stone its name and that same red stone built Liverpool’s Anglican Cathedral, so a lot of the older Woolton Village, Church Road and Quarry Street stock is solid sandstone: substantial Victorian villas and period terraces with deep skirtings, picture rails, high ceilings and original plaster cornices. Push out from the village and the stock changes. Large 1930s semis and detached houses spread along the Hillfoot and Gateacre fringe, plenty of grand old houses split into upper and lower flats, and pockets of modern executive closes across the south. A 1930s semi is mostly about the kitchen, the bathroom and the carpets. An upper-floor villa conversion off Church Road is about kitchen grease, a mould-prone bathroom and high-level dust on period plaster. The streets and the edges we cover

Does the Renters’ Rights Act 2025 change my deposit?

It changed how tenancies end, not how deposits work.
