The soft-water trap, and why it loses Wavertree deposits

Start with the water, because nearly everyone who has rented elsewhere gets Wavertree wrong. Liverpool runs on soft water. United Utilities draws most of it from upland reservoirs, Thirlmere and Haweswater in the Lakes and Lake Vyrnwy piped down from Wales, none of which run through chalk or limestone, so the hardness sits down around 55 mg/L. Taps stay clear. Kettles do not fur up. A showerhead you would be descaling weekly in London needs almost nothing here.

That sounds like a gift. It is a trap. In a hard-water town a tenant can scrub the obvious scale off the taps, make the bathroom gleam, and the clerk ticks it through. Wavertree gives you nothing to hide behind. With no scale on the fittings, the clerk’s eye goes straight to the three things soft water does not touch: kitchen grease, the black mould that creeps across a bathroom with a painted-shut window, and the dull grey soap film that soft water leaves on tiles and glass instead of a hard crust. The grease is the big one. A year of frying in a shared house, the extractor barely switched on, and the cooker, the splashback and the wall behind go a deep baked brown you can lift with a fingernail. None of it is scale. All of it is chargeable.


How the check-in report quietly settles the argument

Almost nobody reads the mechanism, and it is the whole game. Two bits of law sit behind this and they pull in opposite directions. The Tenant Fees Act 2019 means a Liverpool landlord cannot write professional cleaning in as a contractual condition, so nobody can force you to book us. Damp and mould caused by a cold, badly ventilated bathroom, though, is the landlord’s problem under the Homes (Fitness for Human Habitation) Act 2018, not a tenant cleaning failure. Where we find structural damp behind a wardrobe or in a north-facing bathroom corner, we photograph it and document it, so the charge sits where it belongs rather than on you.

Wavertree is a licensed ward, and that changes the bar

This matters more in L15 than in most places, because so much of the stock is rented and a lot of it is rented to students. Liverpool City Council has run a selective licensing scheme since April 2022, covering 16 wards and roughly 80% of the city’s private rented homes. Wavertree ward is in it. So is Picton ward, which takes in the Smithdown end. The current designation runs to 31 March 2027, and the council is already consulting on replacing it with a city-wide scheme after that. The rules and the ward list sit on liverpool.gov.uk.

On top of selective licensing there is mandatory HMO licensing, which already covers more than 2,600 houses in the city. Most of the larger shared student houses off Smithdown fall under it. The practical effect for a tenant is simple. A licensed landlord has standards to meet between tenancies and is answerable to the council for the condition of the property, so a shared house handed back with a filthy kitchen is a headache for them as well as a deduction for you. A group leaving a six-bed terrace is being measured against a higher bar than a couple in a Garden Suburb semi, and the clean has to reach it.

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, and every existing assured shorthold tenancy in England has converted to a periodic one, so a tenant can give two months’ notice at any point rather than waiting out a fixed term. Here is the part people get wrong: the cleaning side of a move-out did not change at all. The Tenant Fees Act still applies, the check-in benchmark still applies, the deposit maths is exactly what it was. What changed is timing, and in a student-heavy area where the academic-year leases already bunch the move-outs, less predictable end dates mean the slots you want go even faster.

The kitchen, where Wavertree deposits are won and lost

The oven is stripped, not wiped. Racks go in a soaking tank, the door glass is split apart so the brown film between the panes comes out, and the interior, fan, element and seals all get done. After the oven we work the rest. Hob rings and burners off, control knobs off and washed. The extractor hood degreased inside and out and the filter soaked or swapped, because in a student house that filter has usually never been touched. The splashback and the tiled wall behind the cooker taken back to clean. Every cupboard inside and out, and crucially the tops of the wall units, the ledge where grease goes solid and dusty and where the clerk’s torch goes first. We pull the cooker, fridge and washing machine out so the gaps behind and under are done, then put them back. The washing machine drum, the detergent drawer out and scrubbed, and the door seal, which is the first thing the clerk opens. Sink, taps and drainer cleaned, though with soft water there is little to descale, mostly grease and a faint water haze. Floor washed last.

Bathrooms, the soft-water area’s quiet problem

The classic Wavertree bathroom fault is mould, not scale, because so many terraces have an internal bathroom with no opening window or a weak extractor fan. We treat black mould on the ceiling, the grout and the silicone line round the bath and shower. Where the sealant is too far gone to clean, we say so rather than smear over it, because re-sealing is a handyman job. Bedrooms, living rooms and the hallway that takes a beating

Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Light fittings, shades, switches, and the picture rails and coving that the older terraces and the Garden Suburb semis nearly all have, so there is a lot of moulded detail holding dust that a clerk will run a finger along. Window sills, reveals and frames on the inside, and the bay glass on the front-room window where a terrace has one. Radiators behind, under and on top. Walls spot-wiped for marks, with an honest line drawn, because nail holes and scuffs are a decorator’s bill, not yours to scrub away. Hard floors washed with the right product. Carpets vacuumed through. In a shared house the hall, stairs and landing take the heaviest traffic of anywhere, so the spindles, the rail and the skirting all get worked rather than waved at.

Two jobs often need their own pass. Professional hot-water extraction on carpets is written into a fair few Wavertree tenancies as a hard requirement, which is what the carpet cleaning add-on covers on the same visit. L15 street by street: three kinds of let, three kinds of fail

Wavertree sits south-east of the city centre, and the housing is not one thing. A six-bed student terrace off Smithdown and an Edwardian semi in the Garden Suburb share a postcode and almost nothing else. Different surfaces, different wear, different things the clerk is told to check. One method does not pass all of it, so we work L15 as three patches.

The Smithdown terraces, where the students are

This is the big Liverpool student quarter, the band of converted Victorian and Edwardian terraces running off Smithdown Road, let room-by-room to students from the University of Liverpool, LJMU and Liverpool Hope, with the bye-law streets running back behind the main road. These are HMOs, most of them licensed, and they fail on the kitchen almost every time: a year of frying, an unused extractor, grease on the unit tops and behind the cooker, and a bathroom gone mouldy because nobody opened a window in winter. The letting agents along this stretch know the stock inside out. Property Link at 405 Smithdown Road has been on the road since 1994, MGM Letting at 367 since 2004, and Your Place runs the student houses from further down toward Sefton Park. We clean to whatever each one’s check-out sheet asks for. If your tenancy is closer to the Welsh Streets and Princes Park end, that is our Toxteth patch rather than this one.

Wavertree Garden Suburb, a completely different let

Up toward Wavertree Nook and Thingwall Road is the Garden Suburb, a planned Arts and Crafts development from the 1910s, built on the same co-partnership idea as Brentham and Hampstead Garden Suburb: Edwardian semis and cottages set around greens, with real gardens and a fair bit of original detail. The Institute is a listed building. These are settled family homes far more than student lets, often longer tenancies, and they get judged on the fine stuff: dust along the picture rail, a grease shadow on the wall above the hob, the inside of the bay windows, original boards and the moulded woodwork. Nothing aggressive goes near original paint or plaster here.

The High Street, the 1930s semis and the Tech Park lets

Around the Picton Clock Tower, the 1884 landmark that James Picton put up where the routes to Childwall, Old Swan and Gateacre meet, you have the old Village and the High Street, then the 1930s semis spreading north of Childwall Road toward the Childwall boundary. The Liverpool Science Park and Wavertree Technology Park bring a steady run of professional one-beds and shared houses that turn over on the work calendar rather than the academic one. “Four of us rented a two-up-two-down off Smithdown for the full eighteen months of second and third year. We were never going to win any prizes for keeping it nice. The check-in report had the kitchen marked as clean, and by the end the cooker, the tiled splashback and the white units either side had a thick brown grease layer baked on, the kind you can scrape with a nail. Is there limescale to worry about on Wavertree taps and showers?

Does the price include the oven?

Yes. A full oven deep clean is part of the end-of-tenancy price. As a standalone job it is £77 for a single, £110 for a double and £114 for a 90cm range, if the oven is the only thing the agent flagged.

Is carpet cleaning included?
