What a clerk actually checks in a flat by the runway

Start with how a Longford check-out is decided, because almost nobody does, and it is the whole game. The second is grime, and it is the airport’s fault. Living under the Heathrow approach leaves a fine grey film on window glass, frames, trickle vents, sills, the tops of skirtings and the high ledges nobody dusts between tenancies. It is not greasy, it builds slowly, and a tenant who has lived with it for a year genuinely stops seeing it. A clerk with a fresh eye and good light does not. In the older houses along the Bath Road, close to the A4 traffic, it is worse than in the newer infill. We treat those surfaces as scored items here rather than a quick pass, because the alternative is a deduction for a flat the tenant honestly believed was clean.

Then there is the cooker hood, which sits between the two. What 1 May 2026 changed, and the HMO date coming in August

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy in England has rolled over to a periodic tenancy, and a tenant can now give two months’ notice at any point in the year instead of waiting for a fixed term to end.

Here is the part people get wrong. The cleaning side of a move-out did not change at all. A landlord still cannot make a professional clean a contractual condition, and still cannot deduct for fair wear, but they can deduct for genuine, evidenced cleaning that leaves the flat below its check-in state. The deposit maths is exactly what it was the week before. What changed is timing, and in a high-churn airport village that means even more frequent, less predictable move-outs. Book the clean earlier than you used to, because the slot you want will be gone if you leave it.

One more local date matters if you rent a room rather than a whole flat. Hillingdon Council approved a borough-wide additional HMO licensing scheme on 19 February 2026, in force from 24 August 2026, bringing smaller shared houses (three or four people from two or more households) into licensing for the first time. Bathrooms, the other half of the hard-water problem

Scale comes off the taps, shower head, screen and tiles first, because in UB7 that is the line between a pass and a deduction. The shower screen is the single most-photographed item at a Longford check-out, so it is the one we keep going back to until it is genuinely clear rather than just wiped. Then the rest, in plain order.

The two man-made rivers thread straight through here, which is the kind of history tenants never expect of a place they know as the bit before the airport. The Longford River was dug for Charles I around 1638 to feed the fountains and gardens at Hampton Court, and the older Duke of Northumberland’s River, cut about 1543, runs off towards Isleworth. Both were re-routed around the airport’s western edge when Terminal 5 was built.

The inter-war and post-war semis off the A4

Off the main road the stock turns to inter-war and 1950s semi-detached houses on the side streets, Cain’s Lane and the lanes running down towards the rivers among them. In these it is more often the oven and hob, the bathroom sealant, and carpets in the bedrooms. Longer family lets here mean years of build-up in the places nobody cleans between tenants: behind the cooker, under the fridge, into the grout. We win these check-outs on the dull, slow work, not on anything clever.

Airport-worker flats and shared houses

The third kind is the working stock: modern infill flats, short-let conversions out towards the Sipson edge, and shared houses let by the room to airport, hotel and freight staff. In these the kitchen extractor and the insides of the kitchen units are the usual sticking points, because tenants clean the visible surfaces and not the bits that need a step ladder. With the new HMO licensing landing in August these are the lets turning over most, and to the tightest standard.
