The boot room is where the report starts

What the 2025 rules changed for a Windlesham move

Why Surrey Heath stays quiet on licensing, and the catch

This is the bit non-locals get wrong. Surrey Heath Borough Council runs only the mandatory HMO regime: a licence is needed where five or more people from two or more households share a house. The council has not brought in an additional or a selective scheme covering smaller three- and four-person sharer lets, unlike a number of London boroughs. You can confirm the brackets on the council’s own houses in multiple occupation pages if you are not sure which one your tenancy fell into.

That sounds like less paperwork, and it is. The catch is at hand-back. With no selective scheme, there is no council inspection baseline on the mid-size sharer houses, so the managing agent’s own check-in report becomes the only standard the property is held to, and the reports out here are detailed. It means the clerk’s report is the whole exam, and you want to have read it.


Hard water off the Egham works, not soft sand

People assume the heath under Windlesham means soft water, because the Bagshot sands are acidic ground. The tap tells a different story. The mains supply here comes from Affinity Water, and GU20 sits in their Bagshot/Sunninghill supply zone, fed from the Egham treatment works. That zone runs at an average total hardness around 288 milligrams of calcium carbonate per litre, which is firmly hard water, near the top of the band. The geology of the heath is one thing; what comes out of the treatment works is another, and on these houses it shows.

In a house this size, scale turns up everywhere a clerk looks: the mixer in the family bathroom, the screen in the second bathroom, the inside of the kettle, the spray arms in the dishwasher, and the chrome on a big walk-in enclosure. Outgoing tenants tend to clean the kitchen and the master and run out of steam before the en-suites, which is exactly where the scale is worst and exactly where the clerk goes first. Long corporate and relocation lets make it worse. A senior household posted here for two or three years is often busy and away at weekends, and over that length of time a hard supply lays down a genuinely etched film on glass and chrome that a sponge and a supermarket spray will not move. The period cottages near the church have the same supply but a different failure.
