Licensing, the law, and your paperwork

Waltham Forest runs one of the tougher private-rental regimes in London, and a few rules quietly raise the stakes on your checkout. None of them are about cleaning directly. All of them give your landlord a reason to chase every deduction line they can stand up.

The big one this year is the Renters’ Rights Act 2025, which came into force on 1 May 2026. It scraps Section 21 “no-fault” evictions and makes periodic tenancies the default. Two things follow for a Bakers Arms tenant. Your landlord can no longer end a fixed term with a Section 21, so the checkout inspection now carries more weight as a route to justify withholding money. A landlord whose licence depends on the property being handed back in good order has every reason to scrutinise the cleaning. A dated invoice is your counter-evidence.

By law your deposit is held in one of three: the Tenancy Deposit Scheme, mydeposits, or DPS. If your landlord proposes a cleaning deduction you reject, the scheme’s free adjudicator rules on the evidence.
Check-in inventory

Selective licensing
A council requirement that landlords of ordinary single-family lets hold a licence, here costing £895 and running to 2030. It gives your landlord a compliance record to protect.

Yes. The channels are brushed and wiped, the glazing bars are detail-cleaned, and we use methods that do not damage original glass or paint. Sash channels are one of the most common deduction points in E17 Victorian stock.
