On 18 May 2026 Kingston Council handed over the first new council homes on the Cambridge Road Estate, the opening result of a demolish-and-rebuild programme that will swap roughly 832 ageing flats and maisonettes for around 2,170 new homes across five phases. First, the money. Kingston is one of the dearer rental markets in outer London, and the estate sits inside it whether the landlord is the council, a leaseholder subletting a new Phase 1 flat, or a private investor on the Norbiton terraces around it. Two-bed flats here and near the station tend to advertise somewhere between £1,950 and £2,400 a month with agents like Foxtons, Dexters, KFH and Greenwoods Residential, and rents across the borough have climbed faster than the London average in recent years, as the ONS local housing data for Kingston shows. An estate caught mid-rebuild

The original Cambridge Road Estate went up in the late 1960s and early 1970s: four tall towers, a run of low-rise maisonettes, and deck-access blocks hemmed in by Cambridge Road, Piper Road, Somerset Road and Coronation Square. It is the estate that doubled as a fictional housing scheme in The Bill. For decades it was simply where a chunk of Norbiton lived, a short walk south of Kingston Hospital and barely 400 metres from Norbiton station. Then in 2020 the council and its development partner, Countryside Partnerships, agreed to knock most of it down.

What that means on the ground in 2026 is rare. Demolition and construction run side by side, phase by phase, and they will keep doing so for years. Phase 1 alone delivered 452 homes, including 150 for council rent and a handful for shared ownership, and the first tenants moved in this May. Later phases carry names borrowed from Cambridgeshire villages, so you get blocks and streets called Foxton, Impington, Shelford and Duxford rising where the old slabs came down. The new homes will be heated by the Hogsmill district network, which pulls waste heat from Thames Water’s sewage works on the Hogsmill river. It is billed as England’s first sewage-powered domestic heating scheme, feeding the estate plus Kingston Hospital, the Kingfisher Leisure Centre and the Penrhyn Road university campus.

None of that history would matter to a cleaner if the housing stock were uniform. It is the opposite of uniform. Three different jobs, one checklist

Three kinds of move-out clean dominate this address, and they need different kit even though they answer to the same inventory standard.

The first is the decant clean. The council is relocating tenants out of the older blocks ahead of demolition, and a flat handed back after fifteen or twenty years has problems a new-build never shows: grease that has gone hard and brown on the oven roof, smoke staining on textured ceilings, scale you can feel with a fingernail on the chrome, and vinyl flooring with grime worked into every seam. These flats want strong alkaline degreasers, steam, and patience. We have done a lot of them, and the honest truth is they take longer than the size of the flat suggests.

The second is the private check-out on the surrounding Norbiton terraces and the KT2 6 streets the regeneration boundary touches. Older converted houses on Hawks Road and Bonner Hill Road, often let to sharers, with deep-profile skirting that holds dust and bathrooms that have seen heavy use. Standard end-of-tenancy territory, but the wear is real.

The third is the new one: turnover cleans in the Phase 1 leasehold and shared-equity flats that their owners are now letting out privately. These come with engineered-oak floors that hate anything but a pH-neutral cleaner, quartz worktops, chrome ironmongery that scales the moment Norbiton’s water touches it, and ovens that have done a year of hard cooking. The developer’s snagging team checked the place once, long ago, so your agent’s clerk is effectively the first independent eye on it at check-out. The oven is the single biggest one. Carbon baked onto the racks, the inner roof and the door glass is the first thing a clerk opens, and it is the line most likely to trigger a deduction or a re-clean demand. We dismantle the oven, split the door, soak the racks and the trays, and clean the fan housing and the seals, well past the surfaces you can see.

After that, in rough order of how often it bites:

  • Scale on the bathroom chrome. Norbiton’s water is hard, so the shower head, the mixer, the screen and the rails fur up. This is non-negotiable on every job here.
  • Black mould in the shower silicone and the grout, common in the newer flats where the extractor barely gets used.
  • The hob extractor filter, clogged with grease. Some agents flag this on more than half of two-bed check-outs.
  • Carpet wear and marks at the door thresholds and in front of where the sofa sat.
  • Dust along the full run of bedroom skirting, worse on the deep Edwardian profiles on the older terraces.
  • Window glass smearing, sill grime, and grit in the tracks, particularly the older metal-framed windows still in the unmodernised flats.
  • Fridge and freezer seals with black mould worked into the rubber.
  • The washing-machine drawer and door seal.
  • Limescale round the kitchen taps and in the sink waste.
  • Cobweb tags in the ceiling corners and under any cornicing.

What the clean covers, room by room

The 57-point checklist is long, so here is the gist of it by room, with the local quirks that catch people out on this estate flagged as we go.

The kitchen is where the job is won or lost. We pull the oven apart: the door comes off and the glass is split where the build allows, the racks and trays go for a soak, and the fan housing, the inner roof and the seals all get degreased. The hob, the extractor hood and its filter follow, then the microwave inside and out, the fridge and freezer defrosted with the seals and the rear grille done, the dishwasher filter and spray arms, and the washing machine drum, drawer and door seal. Every cupboard is cleaned inside and out, including the high cabinets that get skipped in the new Phase 1 flats because nobody can reach them. Worktops are descaled, and on the new quartz tops we keep to the right product so we do not dull the finish. The sink, taps, drainer and waste get the limescale dissolved off, the tiled splashback and grout are cleaned, and the skirting, sockets, switches and extractor vent are wiped down.

Bathrooms come down to limescale and mould. Norbiton’s water is hard, so the chrome shower head, mixer, screen and rails are descaled rather than just wiped, the tiles and grout get a deep clean with mould treatment where the silicone has gone black, and the toilet is done inside and out, base flange and hinges included. The bath enamel is polished, the basin and pedestal cleaned, the mirrors and glass shelves done, the extractor grille cleared, and the floor sanitised, whether it is vinyl in an older flat or the tile and LVT in a new one.

Bedrooms and living rooms are mostly about dust and carpets. Every carpet is vacuumed with a HEPA machine, including under the beds and behind the wardrobes where the clerk always looks. Hard floors are vacuumed and mopped, and the engineered oak in the Phase 1 flats gets pH-neutral cleaner only. Wardrobes are done inside, on top and down the sides, the high mirrored sliders in the newer builds included. Internal doors, frames, hinges and handles, the full run of skirting, every socket and switch and dimmer plate, the light fittings and shades, the radiators front and back, the window glass, sills and tracks, the curtain rails and blind slats, and the cobwebs out of the ceiling corners. Wall marks get spot-cleaned where the report would otherwise call for a repaint.

Then the bits people forget. The hallway and entrance matting, the airing cupboard and the hot-water tank surround, the stairs and bannister in a maisonette, the bin and its lid disinfected, and the front door, intercom panel and letterbox inside and out. By the time we leave, every line a clerk could write has already been dealt with.


The law sitting behind your deposit

The rules changed recently and they matter at check-out. The Renters’ Rights Act 2025 is in force. It scraps Section 21 no-fault evictions, ends fixed-term assured shorthold tenancies in favour of rolling periodic ones that you can end with two months’ notice, and makes bidding above the advertised rent unlawful. It also extends the Decent Homes Standard to private lets, which has nudged landlords on Hawks Road and Bonner Hill Road to raise the baseline condition of their properties. Your clean is judged against that higher bar now.

The deposit cap stays at five weeks’ rent where the annual rent is under £50,000, and your money has to be protected within 30 days in one of the three government-backed schemes: TDS, the DPS, or mydeposits. If your landlord never protected it, they can owe you up to three times the deposit. Cleaning is the most disputed deduction of all, and it is also the most winnable. A landlord cannot charge you for fair wear and tear, and they cannot bill you to leave the place cleaner than you found it. The benchmark is the condition recorded in your check-in inventory. If you took it on professionally cleaned and you hand it back professionally cleaned, with an invoice and photos to prove it, the deduction usually collapses. Citizens Advice sets out how to challenge unfair deductions through the scheme’s free dispute service, and you normally have three months from moving out to do it. Licensing in Kingston, and what it means for shared houses

Plenty of London boroughs now run selective licensing, where almost every private let needs a licence. Kingston does not. The Royal Borough of Kingston upon Thames operates no selective licensing scheme. It ran an additional HMO licensing scheme from 1 March 2018, but that ended on 28 February 2023 after its five-year term, and the council has confirmed it has no plans to replace it. For now, only mandatory HMO licensing is in force across the borough.

That mandatory scheme catches the bigger shared houses. Under the Housing Act 2004, a property occupied by five or more people forming more than one household needs a mandatory HMO licence. Around the estate that pulls in a fair number of older Norbiton terraces converted into student houses for the Penrhyn Road and Kingston Hill campuses up the hill. If you are leaving a five-person share, expect a more granular check-out than a couple’s flat gets: five people’s worth of bathroom habits leave a different bathroom, and the communal kitchen carries the wear of five separate cooks. We clean these regularly and we know the communal-area standard an HMO check-out is held to. If you are unsure whether your share even counts as a licensable HMO, your landlord or letting agent should know, and the council’s housing team can confirm it.

Worth being clear about one thing: licensing does not change the cleaning standard at check-out. A clerk inspecting a licensed HMO and a clerk inspecting a one-bed both work to the inventory. Licensing only changes how many people have been using the property, and therefore how much there is to clean.
