The licence Kingston never brought in

Kingston let its Additional HMO Licensing scheme lapse on 28 February 2023 and never replaced it. Here is why the missing licence changes the clean. In a borough with selective licensing the landlord pays the council a fee, accepts an inspection regime and keeps a documented file, so a cleaning dispute tends to go straight to formal adjudication. The second Kingston is the premium belt north of the centre. Substantial Victorian and Edwardian detached houses up Kingston Hill toward Richmond Park and across Coombe, with Coombe Hill and Coombe Vale around the golf course, and Kingston Vale on the park edge toward Wandsworth. The third Kingston is the Surbiton Edwardian corridor. The fourth Kingston is the suburban and Malden belt to the south and west. The 1930s and post-war family houses of Tolworth, under the 22-storey Tolworth Tower, the New Malden grid, and the long run out through Chessington. Here the work is the kitchen, the understairs cupboard, the leaded casement windows and the parquet rather than three-metre ceilings. We clean New Malden, Old Malden, Malden Manor, Motspur Park on the Merton boundary, Worcester Park shared with Sutton, and down through Chessington, Chessington North, Chessington South by the theme park, Hook and Malden Rushett at the Surrey edge.

The first case that runs across all four is New Malden’s Korean corridor, the largest Korean community in Europe, concentrated along Blagdon Road, Burlington Road and the High Street. It changes one thing about the clean and changes it a lot: the kitchens. Wok ranges and barbecue grills used hard for years leave a grease load an ordinary spray will not shift, so we degrease the hood, the filter and the wall behind the hob rather than wipe them. Tenancies here also tend to run long, so there is simply more accumulated wear to take back to the report.

The second case is the student let. Kingston University brings more than 17,000 students across its Penrhyn Road, Knights Park and Kingston Hill campuses, and the let market around them turns over fast. A shared student house has done a year of hard living and almost no deep cleaning, so the oven, the bathroom grout and the communal kitchen carry most of the deposit risk. The deposit maths behind a Kingston move-out

Kingston rent has climbed, and the deposit climbed with it. One point gets tenants talked out of money, so it is worth saying plainly. A landlord cannot charge you for general wear over a normal tenancy, and cannot bill you to bring the flat to a better state than the inventory recorded at the start. They can charge where the flat is returned worse than the documented check-in condition. That is the whole game. Shelter sets out the tenant side clearly in its guidance on tenancy deposits, and any deposit has to be protected in one of those schemes within thirty days with the prescribed information given.

A worked example, because the abstract version never lands. Take a two-bed Edwardian conversion off Victoria Road in Surbiton at £2,200 a month. The flat goes back looking fine, but the oven inner glass has a brown film, the extractor filter is the original, two sash window tops carry a winter of dust and the bathroom sealant has gone grey. None of it is dramatic. Hard water and the three-metre ceiling

Two things lose more Kingston deposits than anything else, and both are local. The first is the water. This corner of south-west London is genuinely hard, and limescale builds on taps, kettles, shower screens and heating elements faster than tenants expect. A furred chrome mixer in a photographed kitchen is one of the easiest deductions a clerk can write, so we descale rather than wipe, on every job, because wiping limescale only moves it around. Each takes a different product, and a clerk who sees a grey film or a swollen board writes it down. The job runs to the same empty-flat rule whatever the building. Hot water and electricity on, the flat cleared, the fridge-freezer defrosted. We need running water and power for the appliance and floor work, and an end-of-tenancy clean cannot be done around furniture, because a clerk looks exactly where the furniture was. A part-cleared flat is the most common reason a clean overruns or splits into two visits, and on the last week of a tenancy there is no slack for that. Kingston spent two decades pencilled in as a winner from Crossrail 2, the tunnelled line that would have run through Tolworth, Berrylands and Motspur Park to a terminus at Chessington South.
