How the check-in report quietly decides your deposit

Start with the mechanism, because almost nobody does, and it is the whole game. When you moved in, a clerk walked the flat and wrote a report describing every surface, usually with photographs, often with the word “new” or “as new” against the kitchen, the bathroom and the floors. A heel-trail across the engineered-oak where a heavy sofa shifted without felt sliders. A green film along the shaded edge of the balcony decking. The inside face of the glazing, where a cloth and tap water have left a faint calcium haze the low sun picks out. None of that is dirt in the ordinary sense, and all of it reads as a poor hand-back to a clerk holding the developer’s own photographs.

Why so exact on a flat that still looks new? Because the deposit is real money and the agent is on the hook for protecting it. It just means you turn up with evidence.

Why a Kodak-site flat is judged against a developer photo pack

Eastman Village is the Barratt London and Hyde Group regeneration of the old Kodak works at Wealdstone, named after George Eastman, who opened his first Kodak manufacturing plant outside America on this ground in 1891. By the 1950s the factory ran across 55 acres and employed around 6,000 people making film and photographic paper. The site was decommissioned in 2016, and the masterplan brought close to 2,000 new homes across roughly 29 buildings, a concierge, a gym, a Sainsbury’s Local and six acres of green space. The restored 213-foot Kodak chimney still stands over it, kept as a landmark and put back to work as part of a new energy centre.

What that history means for a hand-back is uniformity. Every flat and townhouse went up to a single developer specification, so the clerk is not guessing what the kitchen looked like at first let. They have a photo pack from the day the unit was handed over: handle-less kitchen units, integrated AEG or Bosch appliances, quartz worktops, engineered-oak through the open plan, and full-height glazing onto a balcony. If the silicone round the hob carries a grease shadow that was not in the hand-over set, that is a deduction line. The whole exercise is a comparison against a known starting point, which is why a new-build clean has to be a precise reversal of wear, not a general tidy.

The clerk is not guessing what the kitchen looked like at first let. They have the developer’s own photographs.

What changed in Wealdstone, and the 1 May 2026 question

Two things in the background of a move-out here shifted recently. First, licensing. Eastman Village sits in Wealdstone, and Harrow Council is rolling out new five-year selective licensing across Wealdstone North and Wealdstone South from 1 September 2026, on top of borough-wide additional HMO licensing that runs to 6 August 2026. Selective licensing is the wide one: it reaches ordinary single-household lets as well as shared houses, so most flats here now need the landlord to hold a licence.

That matters less than it sounds for the clean itself. The licence sets standards for management and safety, not for how a flat is handed back. What it does mean is more scrutiny on the let, and an agent who is already documenting the property carefully. A clean signed off in photographs against the 57-point agent-approved checklist sits comfortably inside that paper trail.

Second, the law on notice. The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault eviction is gone, every existing assured shorthold tenancy in England has converted to a periodic one, and a tenant can give two months’ notice at any point in the year.

Here is the part people get wrong. The cleaning side of a move-out did not change at all. The check-in benchmark still applies. The deposit maths is exactly what it was the week before. A landlord still cannot make professional cleaning a condition of the contract. What shifted is timing. A lot of flats here are corporate-relocation and build-to-rent lets that already turn over often, and rolling notice makes those exits less predictable. The takeaway is dull and it pays for itself: book the clean earlier than you would have, because the slot you want goes first.

The kitchen, where most deposits go

The integrated oven is stripped, not wiped: the door glass split apart so the brown film between the panes comes out, the cavity, racks, fan and seals all done. The induction hob and the silicone seal around it, where boiled-over food bakes in. The extractor canopy degreased and the mesh filter lifted out and soaked over the sink. Every cupboard inside, outside and along the under-edge where finger oil gathers at the handle-less pull point. The integrated fridge-freezer, dishwasher and washer-dryer cleaned through, filters and drawers and door seals included. Quartz worktops polished, the tap and waste descaled because this water sets scale fast, the splashback and grout brushed. Bin recess, kickboards and plinths, then the floor last once the dust has settled.

The bathrooms, the other place it goes wrong

Scale comes off the chrome, the screen and the rainfall head first, the head soaked off the wall in solution where it lifts away. Then the rest, in plain order.

  • WC done properly: bowl, under the rim, the hinge bolts, the flush plate and the floor behind the pan where the clerk looks and nobody else does
  • Walk-in shower glass both sides, the frame and the channel, with the silicone bead checked
  • Tile floor and walls, grout brushed back as far as honest effort takes it
  • Heated towel rail and chrome fittings polished, the mirror demister edge wiped
  • Vanity unit, the soft-close hinges and the integrated lighting
  • Extractor vent dust cleared, floor into the corners

Bedrooms, living areas and everything between

Inside every wardrobe and drawer, the runners and soft-close hinges, bed bases lifted on a furnished let. Skirtings, door tops, hinges and threshold strips. Light switches, plug sockets, the thermostat, the video-entry panel and the smoke-alarm housing, all wiped because finger oil shows under the spotlights. The full-height glazing inner face, the frame channels and the patio-door track. Radiators behind, under and on top. Engineered-oak swept then microfibre-mopped, carpets vacuumed in the townhouse staircase runs. On a top-floor apartment with a winter-garden we wipe the inner face and the channel and tell you straight that the outer face is a building-side trade, not ours to reach.

A few jobs need their own pass. The townhouse staircase carpets almost always want the carpet cleaning add-on; the engineered-oak through the open plan takes the right products, which is what floor cleaning covers; and on a long-let apartment where the AEG cavity has carbonised at the back, standalone oven cleaning makes sense if that is all the agent flagged.


What Affinity Water does to a new-build bathroom

Harrow is on Affinity Water, and the supply here is very hard, around 360 milligrams a litre of calcium carbonate drawn up through the chalk and treated at Harrow South. That one fact loses more deposits on this development than almost anything except the kitchen. Scale builds on the rainfall head, the chrome and the tap waste faster than tenants expect, and a wipe with a cloth does nothing to it. The clerk runs a thumbnail down the tap and looks at the shower screen edge-on against the light. We soak the head off the wall, use a measured descaler on the chrome with proper dwell time, and polish it back.

The new-build twist is the glazing. On a high-floor flat the full-height glass picks up a faint calcium film if the last cleaner used tap water rather than clean water, and that film is exactly what the morning sun catches when the clerk stands side-on to it. So we finish the glass run with clean water and a soft microfibre, never a scale spray near the frame seals. The limescale on the chrome and the haze on the glass are two different problems with two different answers, and a quick clean usually gets neither right.

Eastman Village is large and still being built out, so the stock changes as you walk it, and the clerk is told to look for slightly different things on each property type. The restored Kodak chimney is the marker you orient by, with the apartment blocks gathered around the central gardens and the townhouse rows on the eastern flank. The apartment blocks and the central gardens

Penrose Apartments, Meadowview, Hazeview, Rokeby and Lensview are among the named blocks, mid-rise to tall, most flats opening onto a balcony or a winter-garden over the landscaped courtyards. On a one-bed or two-bed here the clerk goes for the glazing first, then the integrated extractor mesh, then the silicone round the hob, then the engineered-oak heel-trail across the open plan. On a higher floor the order shifts to the winter-garden glazing channel, the balcony decking, and the dishwasher door seal. The taller blocks have a concierge and a residents’ gym on the ground floor, and the lift is the only way up.

The townhouses on the eastern side

The three-storey townhouses off Hargrave Drive are a different job. The clerk hits the open-plan kitchen-diner first, then the under-stairs cupboard where boxes have scuffed the painted lining, then the en-suite shower glass and rainfall head, then the carpet shoe-trail up the staircase. Several have a loft bedroom and a small garden or terrace at the rear, which adds a threshold and external glazing to the list.

What it costs, and the sum nobody runs until it is too late

Carpet shampoo is £36 a bedroom, £43 a reception room, or £115 for a whole two-bed’s carpeted area, which here is usually the townhouse staircase runs. Standalone oven work runs £77 single, £110 double or £114 on a 90cm range. A part job is £30 per hour per cleaner. Those figures assume a flat in normal lived-in shape; a long let with heavy wear or a pet household costs more, and we say so on the phone, not after.

Run the maths the way the deposit makes you. A two-bed clean at £243 to protect a deposit of well over a thousand pounds is not really a decision. Most tenants only run that sum after they have tried, failed the check-out and lost the first round. The order is nearly always that way around, which is a shame, because the first round is the cheap one to win.
