The check-in report is the bar, and almost nobody reads it
Start with the document, because the whole deposit turns on it. The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy in England has become a periodic tenancy, and a tenant can give two months’ notice at any point rather than waiting out a fixed term.
Here is the part people get wrong. The cleaning side of a move-out did not change. The Tenant Fees Act still applies. The check-in benchmark still applies. The deposit maths is what it was the week before. What changed is timing, and timing is what bites around Rayners Lane, where a lot of the lets are one-year family tenancies and a fair few are sharers in the ex-council flats. Why very hard water decides a Rayners Lane bathroom
HA5 sits in Affinity Water’s Harrow South supply zone, and the water runs around 363 mg/l of calcium carbonate, rated very hard. That one fact loses more deposits here than anything except the oven. Scale builds on taps, shower heads, screens and tile joints faster than a tenant expects, and a wipe with a cloth does nothing to it. The clerk knows to check. They run a thumbnail down the tap, look at the screen edge-on against the light, and pull the shower head in close.
So we work it differently. The shower head and tap aerators come off and go into a descaling soak rather than getting rubbed at in place, and the kettle base gets the same treatment. The before-and-after photo of that kettle base, dated, goes to the agent with the invoice, and it heads off most of the scale-related arguments before they start. On the original chrome and brass you sometimes find in the older semis we go gentler, because the brute-force descalers a new flat shrugs off will mark period plating.

Grout is the other one. Kitchen and bathroom grout is the line between a pass and a deduction here more often than carpets are. We scrub it rather than wipe it, and where it is genuinely past saving in a long tenancy, we photograph the state before we touch it so the clerk cannot bill you for wear that was already in the check-in pictures. Specialist surfaces sit outside the scrub-and-go work: original parquet in the Garden Village houses, or engineered board in the new-build infill, each take their own product, which is what the floor cleaning add-on is for.
Metroland, street by street: the stock shifts at the station
Rayners Lane is Metroland in its purest form. The Underground reached here as Rayners Lane Halt in 1906, named after a local farmer called Daniel Rayner, and the speculative builders followed in the early 1930s, laying out the estate originally sold as Harrow Garden Village. The station itself was rebuilt to a Charles Holden design with its big cube-shaped brick and glass ticket hall, and it now carries both the Metropolitan and Piccadilly lines. The housing changes as you cross the line, so one method does not pass all of it.
South of the station: the mock-Tudor Garden Village
South of the parade, towards Cannon Lane and along Imperial Drive, is the classic 1930s mock-Tudor semi: bay windows, applied timbering, original picture rails, parquet halls and Crittall steel-framed windows. A lot of these are long family lets, so there are decades of build-up in the places nobody touches between tenants, behind the cooker and into the grout of the hall tile. The inventory on a house like this names the period features one by one, so the clean has to match them one by one, by hand, with nothing harsh near the original detail. We win these check-outs on the slow, dull work, not on anything clever.
North of the station: pebbledash semis and the Pinner Road flats
Cross the line and you get pebbledash interwar semis and, along Pinner Road, the post-war and ex-local-authority flats. The flats are plainer stock: simpler kitchens, smaller windows, no period joinery to protect, and the scale on the shower screen plus the oven are usually the whole job. Mixed in around Village Way and the Newton Park edge are interwar bungalows, quick because they are on one floor, though the steel windows and the side-return bin access still need a moment.
The landmark everyone gives a cleaner over the phone is the old Grosvenor cinema on the corner of Alexandra Avenue and Imperial Drive: F.E. Bromige’s Art Deco picture house from 1936, the one with the great concrete elephant’s trunk over the entrance, Grade II* listed and now the Zoroastrian Centre for Europe. “We’re the second turning past the old cinema” covers half the addresses on this round. Roxbourne Park sits just off the south side, and the round runs out towards Eastcote, Pinner and North Harrow at the edges.

That is a fair example of the pattern on the older flats: a long settled tenancy, scale built into everything the water touches, and one dreaded oven. Do I actually need a professional end of tenancy clean in Rayners Lane?

It scales kettles, shower screens, tap chrome and bath enamel faster than most tenants expect over a two or three year let. Will you look after original 1930s features like the steel windows?
Yes. A lot of the Harrow Garden Village stock still has its original Crittall steel-framed windows, picture rails and parquet, and the inventory often lists those by name on the schedule of condition. We damp-wipe the steel frames and clean the brass furniture by hand, and we steam parquet rather than soaking it. Nothing aggressive goes near original paint, plaster or timber, because a scratched period feature is a far bigger deduction than a missed shelf.
Do you cover the ex-council flats on the Pinner Road side?
Yes. The post-war and ex-local-authority flats north of the station are simpler stock than the mock-Tudor semis: plainer kitchens, smaller window areas, no period joinery to protect. The limescale on the shower screen and the oven are usually the main jobs. A one-bed there runs four to five hours with two cleaners.
How long does a three-bed mock-Tudor semi take?
Six to eight hours with two or three cleaners, depending on how long the family had it and what state the kitchen and bathroom are in. The hard-water descaling and the oven are the time-sinks, and an original parquet hall adds a little because we steam it rather than mop it.
Does the property need to be empty?
Empty is strongly preferred. Furniture left behind blocks access to skirting, cupboard interiors and the gaps behind appliances, and it leaves the check-out clerk guessing about what is underneath. One item left for the next tenant can be worked around, but the more that stays, the less complete the clean is.
Does Rayners Lane need a landlord licence?
It depends on the property, not the postcode. Harrow Council runs selective licensing in several wards, but those sit around central Harrow and Wealdstone, not the Rayners Lane ward, so a standard semi let to one household here is outside it.
