A two-bed at Eastman Village, and the four days it took to get the deposit back

This March we cleaned a two-bed flat at Eastman Village in Wealdstone, a Barratt London new-build on the old Kodak Factory site, eight minutes on foot from Harrow & Wealdstone station. Two-year lease. Deposit £2,200. The operator’s handover sheet ran to two pages: a full strip-down of the integrated Siemens appliances, engineered wood given a pH-neutral treatment throughout, the balcony cleaned right into the tile joints and along the glass balustrade, and a pre-check inspection signed off before move-out day.

The tenant, Rajiv, said the spec looked intimidating until someone who had done one before took it apart room by room. So that is what we did. Three cleaners, one long day. Every room photographed as we finished it, the balcony documented on its own against the operator spec sheet. The operator walked it the next morning and signed on site. The full £2,200 came back four working days later.

Where a Harrow inventory clerk looks first

Clerks work in an order, and once you know it you know where a DIY clean tends to give itself away in Harrow. The oven goes first. Then the wet rooms, the appliances, the high corners, the listed detail. The list below is roughly that order, with the Harrow traps marked.

  • Engineered-wood floors in Eastman Village, Poets Corner and Grange Farm, marked against the operator spec rather than a tenancy clause.
  • Behind the big appliances. The fridge seal, the drip tray, the skirting and the radiator tops.
  • Carpets, against any professional-cleaning clause in the tenancy; see carpet cleaning.
  • Walls, spot-checked for marks, with any mandir or puja setup left undisturbed and photographed in place. Structural damp is a landlord obligation under the Homes (Fitness for Human Habitation) Act 2018, so we document it rather than paint over it.

Hard water, busy kitchens, and the two deductions we see most

Two charges come up on Harrow check-outs more than any others, and both have a local cause rather than a lazy tenant behind them. The first is limescale. North-West London water is hard, chrome scales fast, and a tap that looked clean enough to you reads as neglected to a clerk who runs a thumbnail across it. Chemistry, not effort. The deduction lands all the same.

The oven is the other one, and here Harrow’s housing mix shows through directly. The long family tenancies in the Gujarati and Indian belt around Kenton, Wealdstone, Queensbury, Burnt Oak, Harrow Weald and Rayners Lane build a particular residue: turmeric and curry grease, wok and pressure-cooker films, spice-frying deposits that settle on the extractor filter and the grout as much as inside the oven. None of that is hard to clean. It is hard to clean by ignoring it, because it needs a specific degreasing treatment a quick wipe will never shift. The premium kitchens in Pinner, Stanmore and on the hill carry the opposite problem, years of baked grease on a Rangemaster or an AGA, while the Eastman Village and Poets Corner blocks run integrated Bosch, Siemens and Neff units that come apart their own way. The 57-point walk-through, room by room

Every Harrow booking runs to the same 57-point agent-approved checklist, adjusted for the building in front of us. Deposits go in the kitchen and bathroom, so that is where the hours go.

Kitchen

The oven comes apart completely. Racks into a soaking tank, the door glass split open, then the interior, fan, element and seals. Every ring and burner lifted off the hob, grates scrubbed, control knobs pulled and washed. The extractor hood degreased inside and out, the filter soaked or swapped, the part that counts most in a spice-frying kitchen. Every cupboard inside and out. Fridge and freezer cleaned inside, defrosted before we get there, and the fridge, dishwasher and washing machine pulled out so we reach behind and underneath. The washing machine drum, door seal and detergent drawer, because that seal is the first thing the clerk peels back. Dishwasher filter, seals and spray arms. Microwave inside, out and underneath. Sink, taps, drainer and plughole descaled. Tiles, splashback and a full grout scrub, with extra time on the turmeric staining. Bins emptied and washed. Then the floor pulled back where it lifts, hoovered and mopped, whether that is engineered wood in Eastman Village, original pine in Pinner or 1930s parquet in a Metroland semi; see floor cleaning.

Bathroom

Limescale off the taps, shower head, screen and tiles, which in this water is most of the job. Grout scrubbed back to white, or photographed first where it will not return. Toilet inside, under the rim, base, cistern, hinges and behind the pedestal. Shower screen on both faces, the tracks and the sealant bead. Bath, taps, the underside of the taps, overflow and plughole. Mirrors and cabinets, and the wall behind them. Extractor vent wiped, sealant cleaned back to a usable state, floor done into the corners and behind the loo.

Bedrooms and living areas

Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Light fittings, shades, ceiling roses and switches. High ceilings and cornicing are real graft here, 2.8 to 3.2 metres in the Pinner and hilltop period stock, 2.5 to 2.7 in the Metroland semis, lower in the new builds, so telescopic poles ride in the van as standard. Window sills, reveals and frames inside, with sash windows taking patient work, leaded casements taking non-abrasive care, and new-build floor-to-ceiling glazing wanting a finish with no smears left on it. Radiators behind, underneath and along the top. Picture rails, dado rails, architraves and original fireplaces, the marble ones included. Walls spot-wiped for marks. Carpets hoovered through, with carpet cleaning as an add-on, hard floors washed with the right product, and sofas hoovered, with upholstery cleaning where the inventory lists furniture.

Throughout

Switches, sockets, thermostats and intercoms. Internal doors on both faces, handles and hinges. Stairs and bannisters. Cobwebs down, high and low. Then a final walk-through with before-and-after photos of every room, your evidence pack the moment anything gets queried later.

Seven Harrows, and why each wants a different clean

Harrow is not one rental market. It is roughly seven of them, and the clean a clerk expects shifts from one to the next. Get the tier right on the phone and the quote is right first time.

Start with the regeneration corridor, the part of the borough changing fastest. Eastman Village is going up on the former Kodak Factory site in Wealdstone, the place that made the world’s photographic film from 1891 to 2016. Barratt London is building 780 homes across ten acres there, a designated London Plan Opportunity Area, running straight into the neighbouring Harrow View East scheme. A couple of miles south, Poets Corner is about 1,000 new homes on the old Civic Centre site by Harrow-on-the-Hill station. Out at Grange Farm in South Harrow the council is rebuilding a 1960s prefab estate; Phase 2A demolition finished on 17 March 2026, clearing the way for 45 affordable homes including 36 council homes. These hand over to a build-to-rent spec: integrated Bosch, Siemens or Neff appliances, engineered-wood floors wanting a pH-neutral treatment, a balcony cleaned to the tile joints, a photo pack matched against the operator’s sheet. Climb the hill and the century changes under your feet. Harrow School sits at the top, founded in 1572 by John Lyon, one of the nine Clarendon schools alongside Eton and Westminster, with Byron, Peel, Churchill and Nehru among its old boys. The Conservation Area around it is Victorian and Georgian cottage stock: ceilings at 2.8 to 3 metres, ornate plaster, sash windows, original pine boards and marble fireplaces, with the 11th-century St Mary’s Church on the summit. Pinner is older still in parts. The Pinner High Street is a Grade II* listed Conservation Area, one of the best-preserved medieval and Tudor high streets in Greater London, with Pinner Fair held there every year since 1336 under a charter from Edward III. Tudor, Jacobean, Georgian and Victorian stock, leaded windows and timber framing, Baker Street 25 minutes down the line. Pinner Green, Hatch End, Rayners Lane and Eastcote fan out around it, the Edwardian and 1930s commuter belt.

North and east of the hill is the premium Jubilee and Metropolitan belt. Stanmore is anchored by Bentley Priory, RAF Fighter Command HQ during the Battle of Britain in 1940 and Grade II* listed. Canons Park has a 44-acre Grade II* garden and a Charles Holden station from 1932. Belmont rounds out the corner. Interwar and Edwardian villas, big rooms, a lot of carpet.

Then the family belt, most of Harrow by sheer volume. North Harrow, South Harrow, Roxeth and Roxbourne are the 1930s Metroland semis Betjeman filmed: oak doors with bevelled-glass inserts, picture rails, tiled fireplaces, leaded casements and original parquet under the carpet. Roxeth is one of the new Selective wards from 2 May. Layered through Kenton, Wealdstone, Queensbury, Burnt Oak, Harrow Weald and Rayners Lane is one of the largest Gujarati and Indian communities in the UK, centred on the Shri Swaminarayan Mandir in Kenton, alongside Sri Lankan Tamil, Sinhalese, Afghan, Iranian, Iraqi and Somali communities. Edgware sits on the eastern edge, the Northern Line terminus, its Selective scheme just renewed. The University of Westminster Harrow campus, the old Harrow College of Art where Vivienne Westwood and the Beatles’ Stuart Sutcliffe studied, drives a student-let cycle around the town centre and West Harrow. The borough population is about 261,000, and deposits track the spread: a one-bed flat around £1,200 to £1,800, a two-bed Eastman Village flat £1,900 to £2,700, a three-bed Pinner or hilltop house £3,200 to £5,500.

Borders make it messier. Kenton, Queensbury and Burnt Oak are shared with Brent. Edgware and Burnt Oak touch Barnet, and Canons Park straddles it too. Pinner and Eastcote run into Hillingdon. Why 2026 keeps moving the goalposts on Harrow landlords

Most boroughs set their rental rules once and leave them be. Harrow is redrawing its own all through 2026, and the timing bites if your tenancy ends this year. On 2 February 2026 the council made six new Selective Licensing designations, staggered so no two wards switch on the same week. Edgware’s old scheme expired on 27 April and a fresh five-year one began on 2 May; Roxeth got a brand-new scheme the same day. Greenhill and Marlborough follow on 6 July. Wealdstone splits into Wealdstone North and Wealdstone South from 1 September, replacing the single scheme that ends that day. The fee is £752 per property and the old accredited-landlord discount has gone.

Selective Licensing is not the only thing on the move. Harrow already runs Mandatory HMO Licensing borough-wide, plus a borough-wide Additional HMO scheme live since 6 August 2021 and expiring on 5 August 2026; the council consulted on a five-year renewal between 19 December 2025 and 27 February 2026, with a Cabinet decision due later in the year. Over the top of all that sits a borough-wide Article 4 Direction, so turning a family house into a small HMO needs planning permission anywhere in Harrow. Three regimes, one planning direction, and a Selective footprint that grows twice more before autumn.

Then the national change. The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy converts to a periodic tenancy, and a tenant can give two months’ notice at any point. The cleaning obligations at the end of a tenancy did not move: the Tenant Fees Act 2019 still applies and the inventory benchmark still decides the deposit. What changed is the enforcement pressure underneath, climbing in Harrow in the very months the licensing map is redrawn. The official line is in the government’s guide to the Renters’ Rights Act.

The money is moving with it. Per the latest ONS data, Harrow rents averaged £1,750 a month in January 2026, up 3.3% on the year against London’s 1.1%, with house prices at £540,000 and gross yields near 5%. Wealdstone led at 5.5% growth; Harrow-on-the-Hill softened by 2.2%. When the rent rises the deposit rises with it.

So expect churn. Many landlords in the six new wards face licensing for the first time, the renewal consultation has only just closed, and the Act has landed on top. Tenancies that would have drifted on another year are ending early instead.

Questions Harrow tenants ask

Do I really need professional end-of-tenancy cleaning in Harrow?

Legally no. A landlord cannot make professional cleaning a contractual condition under the Tenant Fees Act 2019. Practically, almost always yes. The check-in inventory was set by a professional clean, and with Harrow deposits running from about £800 to over £7,500, most DIY cleans end up costing more in deductions than the clean would have.

What about Harrow’s property licensing regime?

Harrow runs three concurrent schemes plus a borough-wide Article 4 Direction: Mandatory HMO Licensing borough-wide, Additional HMO Licensing borough-wide (live since 6 August 2021, expiring 5 August 2026), and Selective Licensing, with six new wards designated on 2 February 2026: Edgware and Roxeth from 2 May, Greenhill and Marlborough from 6 July, Wealdstone North and South from 1 September. The Selective fee is £752 per property. Unlicensed letting now risks penalties up to £40,000 per offence and Rent Repayment Orders of up to two years’ rent.

Does the Renters’ Rights Act 2025 affect Harrow tenants?

From 1 May 2026, Section 21 evictions are abolished and every assured shorthold tenancy in England converts to a periodic tenancy, so a tenant can give two months’ notice at any point. Civil penalties for unlicensed letting rose from £30,000 to £40,000 per offence, and Rent Repayment Orders extended to two years’ rent.
