Start with the mechanism, because hardly anyone does. The national one first. The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault eviction is gone, and every existing assured shorthold tenancy in England has shifted onto a periodic, rolling footing, so a tenant can give two months’ notice at any point in the year rather than waiting out a fixed term. Read the deposit rules, though, and nothing moved. Your deposit still sits in a government-backed scheme. A landlord still cannot make a blanket cleaning charge. Any deduction still has to be evidenced against the check-in inventory and reflect fair wear and tear, not a wish for the flat to look newer than the day you arrived. The effect of the Act on a Roxeth move-out is timing and churn, not the standard of the clean.

The local one is the quirk that catches landlords here, and tenants should know it sits in the background too. Harrow Council has brought in fresh selective licensing, and the Roxeth ward is one of the wards covered, with the designation starting on 2 May 2026 and running for five years. An older scheme covering Roxbourne and Roxeth ran from 2018, lasted its five years and lapsed, so this is the council coming back to the area rather than a first attempt. Under selective licensing a privately rented home in the ward let to a single household, or to two unrelated sharers, needs a licence from the council, and that sits on top of the borough-wide additional licensing for smaller shared houses, whose current designation is itself up for renewal during 2026. The practical link to cleaning is simple. A licensed landlord is an inspected landlord, and inspected landlords tend to hold the end of tenancy clean to the letter, because their own paperwork leans on the property’s condition. Why the bathroom loses more deposits than the kitchen here

This is the single most common reason a Roxeth landlord who cleaned the place themselves rings us afterwards. The supply across HA2 comes from Affinity Water, drawn through chalk, and the Harrow South zone runs at roughly 363 mg/l of calcium carbonate, well into the very-hard band and harder than most of London. The kitchen

Oven cleaned inside, the door glass split apart so the brown film between the panes comes out, racks and trays done. Hob, splashback and the grille behind it degreased. Christ Church to the station: how the report changes street by street

What a clerk flags here splits cleanly by the age of the brick, and after enough years on these rounds we can almost call the report before it lands. The name itself is a worn-down “Rooks Heath”, and the crossroads at the foot of the Hill was built up early on brick from the works in Lower Road, so the oldest stock here is properly old. In the Victorian and Edwardian terraces near Christ Church and along the lower end of Northolt Road it is the period detail every time: the picture rail, the cornice, the dado, the tops of the deep skirting and the original doors, all collecting a film the tenant never sees because nobody looks up at home. In the 1930s bay-fronted semis up towards the Hill it is the bays and the airing cupboard, because the clerk opens that cupboard and checks the slatted shelves and the back wall. In the conversions and the flats above the Northolt Road shops, and the newer blocks by the station, it is the hard-water marking on the shower glass and the chrome, plus the oven, because small kitchens get worked hard.

One more local wrinkle worth knowing. The ground tilts hard here. Roxeth Hill climbs steeply from the crossroads up towards Harrow-on-the-Hill and Harrow School, and the older terraces sit on that gradient, so a fair number have a half-cellar or a deep void under the stairs that the inventory lists and the tenant forgets exists. We check it. The flats over the parade by contrast are flat-floored and compact, and there it is the kitchen and the bathroom that decide the deposit, never the floor space. Knowing which Roxeth street you are on usually tells us where the report is going before we have read a line of it. This is also where Roxeth and its neighbours genuinely differ on the ground: the streets around Roxbourne and out towards Rayners Lane are more uniformly between-the-wars suburban, while the Roxeth core mixes that interwar belt with a much older Victorian hamlet, which is why the two ends of HA2 throw up different faults.
