Why a brand-new flat is judged against a handover pack, not a memory

Most of the stock here is younger than the tenancy law it is let under. The flats fronting Harrow View went up on the old Kodak factory plot from 2020, and the clerk who walks your flat at check-out is not working from a hazy sense of how a flat should look. The developer signed every unit off with a photo pack when it was first handed over, kitchen and bathroom marked as new because they were, and that pack is the benchmark. The deposit is real money and somebody has to account for it. A clerk acting for the agent is paid to find the gap between the handover pack and the flat in front of them, so the walk is genuinely adversarial. That is not them being difficult. It means you turn up to check-out with evidence rather than hope, which on these flats means a clean done to the photo standard and a photo set of your own to prove it.

The law sits behind this and pulls two ways. Your landlord cannot write professional cleaning into the contract as a condition, so nobody can force you to book us. But your protected deposit has to be returned within ten days of an agreed figure under section 214 of the Housing Act 2004, and any deduction has to be evidenced in writing. The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone, and every assured shorthold tenancy in England has converted to a periodic one, so a tenant can give two months’ notice at any point in the year instead of waiting for a fixed term to end.

Here is the part that trips people up. The cleaning side of a move-out did not change one bit. The benchmark is still the handover pack. The deposit sum is still the deposit sum. What changed is timing, and timing is what bites on a development like this.

These blocks already churn fast. They were built for it: a lot of one-bed flats, shared ownership, build-to-rent run by an operator, young professionals and first-time renters who move on within a year or two. Put a rolling two-month notice on top of that and the move-outs spread across the calendar and get harder to predict, which means the slot you want at the end of a month is the first to go. The takeaway is dull and it pays for itself. Book the clean earlier than you think you need to.

What Harrow’s new licensing means for the flat you are leaving

Harrow Council made six selective licensing designations on 2 February 2026, rolling out across the year. Edgware and Roxeth came in on 2 May 2026. Greenhill and Marlborough follow on 6 July 2026. The two Wealdstone wards, North and South, start on 1 September 2026. The Kodak-site flats sit in this Wealdstone and Marlborough cluster on the north-east side of the town, so from the relevant ward date a flat let to a single household or to two unrelated sharers needs a selective licence, on top of the HMO licensing that already applies to larger shared lets.

You will not be applying for that licence yourself; it sits with the landlord or the build-to-rent operator. The reason it matters to a tenant is indirect but real. A licensed landlord is on a tighter paper trail, inspections are logged, and the letting agents working this patch have firmed up their check-out standard through 2026 to match. The walk-out is stricter than it was two years ago, and a flat handed back to the photo standard is the simplest way through it. If you are renting around the town centre rather than out here on the Kodak site, the picture is much the same one ward over.

The 57 points, and where they bite on a new-build

Every booking runs to a 57-point agent-approved checklist, the same list nationwide, with the priorities set by the stock. On these flats the kitchen and the glass carry most of the risk. The full list comes with the job. Here is the shape of it.

The kitchen, which is integrated and unforgiving

The oven is stripped, not wiped. Racks soak, the door glass is split apart so the film between the panels comes out, and the cavity, fan, element and seals all get done. On most of these flats the oven is a built-in single unit, so that work is inside the base price rather than an extra. The induction hob and the silicone seal where it meets the worktop, the integrated extractor with the mesh filter lifted out and degreased over the sink rather than sprayed in place, the integrated fridge-freezer and dishwasher and washer-dryer, drums, filters and door seals. Handle-less doors hide a grease line along the under-edge where every hand pulls them open, so that edge gets wiped specifically. Quartz worktops polished streak-free, the tap and waste descaled, splashback and grout. Bin recess, kickboards, the floor edges where the units meet the engineered board.

Bathrooms and the wet rooms

The shower glass, frame and channel descaled. Where the rainfall head comes off the wall it soaks; on these flats the hard water has usually bonded into its perforations by the time a one-year let ends, so we plan around that soak rather than leaving it to the last ten minutes. Tile and grout brushed, sealant beads checked. Heated towel rail and chrome polished, the demister edge of the mirror wiped, vanity drawers out, extractor vent dust cleared. The toilet inside the rim, the hinges, the flush plate, the floor behind the pan. Then the floor into the corners.

Bedrooms, living space and the glass

Inside every wardrobe and drawer, runners and soft-close hinges, bed bases lifted on a furnished let. Skirting, door tops, hinges and threshold strips. The engineered floor is swept and then mopped with a wood-safe product on a microfibre, never anything acidic and never an abrasive pad. A final walk-through, photographed before and after, room by room. That photo set is the evidence you keep.


What Affinity Water does to the chrome and the glass

Harrow sits in Affinity Water’s hard-water supply, around 300 to 335 ppm as calcium carbonate, which is very hard and noticeably harder than the inner-London supply. On a flat left tidy but not properly descaled, three things fail almost on their own: the kettle base, the rainfall-head holes, and the chrome at the foot of the patio-door threshold where rainwater runs off and dries.
