Line by line: how a check-in report becomes a deduction

Start with the document, because the document is the whole game. On the day you moved in, an inventory clerk walked the flat and wrote a report. Every surface got a line. The kitchen and bathroom almost always got “clean” or “as new”, and on that day it was true, because the flat had just had a professional end-of-tenancy clean before you arrived. The money is concrete. Damp and mould, on the other hand, are the landlord’s problem, not a tenant cleaning failure. Two things 2026 changed for Harrow town-centre move-outs

First, the law. The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, and every existing assured shorthold tenancy in England has rolled over to a periodic tenancy, so a tenant can give two months’ notice at any point rather than waiting for a fixed term to end.

Here is the part people read wrong. The cleaning side of a move-out did not change. The Tenant Fees Act still applies. The check-in benchmark still applies. The deposit maths is what it was the week before. What changed is timing, and around Greenhill timing already bunches hard, because this is short-let, high-churn town-centre stock. Second, licensing. Harrow ran its consultation and the council confirmed a renewed and extended selective licensing scheme, ward by ward. Greenhill goes live on 6 July 2026 and runs for five years, the same start date as Marlborough next door; Edgware and Roxeth came in on 2 May 2026, and the two Wealdstone wards follow on 1 September. Every privately rented home in the ward needs a licence. That matters to your hand-back for a simple reason: a landlord facing licence conditions and penalties reads the inventory harder, so the agent does too. The new rules do not change what “clean” means, only how often flats turn over and how closely the report gets read. Both push the same way: book the slot early.


The 57 points, room by room

The kitchen, where most of it is won or lost

The oven is stripped, not wiped. Racks go in a soaking tank, the door glass is split apart so the brown film between the panes comes out, and the cavity, fan, element and seals all get done. In the Lyon Square flats that is usually an integrated AEG or Bosch single oven plus a combination microwave, and the induction hob gets a cream on a soft pad, never a wire one, because a scored induction top is its own deduction. After the oven, the rest of the room: hob surround and splashback grout brushed, the extractor canopy degreased with the mesh filters soaked or swapped, every cupboard inside and out including the awkward corners, the integrated fridge, freezer, dishwasher and washer-dryer interiors once you have defrosted them. Appliances are pulled where they pull so the gaps behind and under are done, then put back. Worktops polished streak-free. Sink, taps and waste descaled, because the water here gives them no mercy. Bin recess, kickboards and floor edges last.

Bathrooms, the other place it goes

Scale comes off the taps, shower head, screen and tiles first. On the chrome we use a mild scale solution; on a rainfall head we soak it off the hose rather than scrub it on. Grout gets brushed back as far as honest effort takes it, and photographed first where it is plainly past saving. Then the rest, in plain order.

  • WC done properly: inside the rim, the hinges, the flush plate, the base, and the floor behind the pan where nobody looks but the clerk
  • Shower screen both sides, the frame and the channel, and the sealant bead
  • Bath, taps, the underside of the taps, the overflow and the plughole

  • Extractor vent wiped and the sealant cleaned to a usable state, since re-sealing is a handyman job, not a cleaning one
  • Floor mopped from the back wall out, into the corners and under the basin

Bedrooms, living room and the bits between

Inside every wardrobe, drawer and built-in cupboard, top to bottom, with the runners and the bed-frame base lifted. Skirting, door tops, frames, handles and hinges. Light fittings, switches and dimmer plates. On the Edwardian and inter-war houses up the Hill side, the picture rails, ceiling rose and cornicing hold years of dust and all get cleared. Window sills, reveals and frames inside, channels and stay arms done. Radiators behind, under and on top. Walls spot-wiped for marks, with a realistic line drawn, because nail holes and scuffs are a decorator’s bill, not yours to scrub. Hard floors washed with the right product: engineered oak swept and microfibre-mopped on the new-build flats, the older mid-rise tile mopped, carpets vacuumed top to tail. Then the things people forget: sockets, thermostats and the video-entry panel, where finger oil shows under recessed downlights; internal doors both sides; the front-door threshold strip; cobwebs out of the ceiling corners. Then a final walk-through, photographed before and after. That photo set is the evidence you keep.

Two of these often need their own pass. Carpets in the older flats sometimes want full hot-water extraction rather than a vacuum, which is what the carpet cleaning add-on covers on the same visit. Very hard water, and what it does to an HA1 bathroom

Greenhill sits in Affinity Water’s very-hard zone, around 363 mg/l of calcium carbonate in the Harrow supply. That one fact loses more deposits here than anything except the oven. Scale builds on taps, shower heads, screens and tile joints faster than tenants expect, and a cloth does nothing to it. The clerk checks for it on purpose: a thumbnail down the tap, the shower screen read edge-on against the light, the rainfall head pulled in close. On the older fittings you find in the Greenhill Way blocks the set scale has to be eased rather than forced.

Grout is the other one. Kitchen and bathroom grout is the line between a pass and a deduction in this part of Harrow more often than carpets are. We scrub it rather than wipe it, and where it is genuinely worn out, which happens in the longer mid-rise tenancies, we photograph it before we start. That dated photo has settled more disputes than any argument. A clerk cannot bill you for grout that was already grey in the check-in pictures. A few surfaces sit outside the scrub-and-go work. Original boards in an Edwardian house off Sheepcote Road, or the engineered board in a Lyon Square flat, each take their own product, which is what the floor cleaning add-on is for. The external glass on the new-build blocks is a separate job too, folded into the same visit when the inventory asks for it, which is where window cleaning comes in.


Greenhill, from Lyon Square to Greenhill Way

Greenhill is the dense middle of Harrow town centre, the patch between the foot of Harrow-on-the-Hill and Wealdstone, wrapped around the St Ann’s and St George’s shopping centres. It is not suburban Harrow. The flat you are handing back is one of three kinds, and the clerk checks each one differently, so we work them differently.

Lyon Square and the new-build core

Lyon Square is the Redrow scheme of seven buildings on the triangular Lyon Road site, finished in 2019 to a CZWG design, roughly 310 flats in yellow stock brick, with a steady corporate-let pool that recycles tenants on 12 to 18-month hand-backs. Three things bite at the inventory walk here. The floor-to-ceiling glass, which tenants tend to wipe with kitchen roll and leave a fibre haze a clerk catches in the afternoon sun off the courtyard. The integrated kitchens, where a wire pad on the hob or the wrong spray on the stone is worse than the dirt. And the Juliette balcony rails, where traffic dust off Lyon Road bakes onto the white powder-coat over a hot summer and reads as a black smudge. The post-war mid-rise on Greenhill Way

Walk a block north and the stock changes. Greenhill Way was cut through as the by-pass for the pedestrianised shopping zone, and the flats on its western side are post-war mid-rise, six to eight storeys, brick-and-render with concrete balcony soffits. Different calculus. Hard tile floors instead of engineered oak. Older metal-frame windows where the channels grit up and need a soft brush before a microfibre. The communal landings are the building’s own cleaner’s job, but the clerk still photographs the threshold dust on your front door from the corridor side. We do that threshold strip last, not first, because it is the first square foot a clipboard sees.

The slopes toward the Hill

Climb toward Harrow-on-the-Hill and the houses get older and grander: Edwardian and late-Victorian terraces and semis on the streets running up off Sheepcote Road and Roxborough Park, a fair few carved into flats. Picture rails, ceiling roses, decorative plaster, the odd original fireplace, boards under the carpet. The inventory on a place like this names those features one by one, so the clean has to match them one by one, and nothing aggressive goes near original paint or plaster. That is a fair picture of the new-build pattern in Greenhill: a short corporate let, a clerk who reads the spec, and a job that lives or dies on the glass and the kitchen.
