Salts and a race older than the town remembers
Epsom gave its name to a chemical before it gave its name to anything else. In 1618 a farmer called Henry Wicker found a bitter spring on Epsom Common that his cattle refused to drink. Within a generation the town was boiling that water down for magnesium sulphate, “Epsom salts,” and selling it to half of London as a cure-all. The spa trade that followed built the wide streets and the grand houses you still walk past on Church Street and around the Clock Tower today.
The other thing Epsom gave the world started in 1780, on the Downs above the town. Diomed won the first running of the Derby on 4 May that year, and the race has run at Epsom Downs Racecourse every year since, one of the oldest and most famous horse races anywhere. It matters here beyond the trivia, because Derby week reshapes traffic, parking and short-let demand across KT18 for a fortnight every spring, and a tenant handing back a flat that week needs to know it is coming.
Both facts point at the same thing: this has always been a town defined by what comes out of the ground and what happens above it. The chalk aquifer that gave Epsom its salts is the same aquifer that still supplies every kitchen tap in the borough, and it is hard, properly hard, in a way that makes or breaks a check-out clean. Epsom is a compact commuter town, roughly forty minutes from London Waterloo and Victoria on a fast service, and it has grown in three distinct waves that still sit side by side. Knowing which one you are handing back tells you roughly where a clerk is going to look first.

What the council does, and does not, police
Epsom and Ewell Borough Council does not run a borough-wide selective licensing scheme, and it has not introduced additional HMO licensing either per the council’s own houses in multiple occupation guidance.
