Two things stack the deductions in Ewell.

First, the housing is not what most cleaning ads default to. There is no Victorian-conversion flat belt here. Ewell Village proper is a designated conservation area built around the headsprings of the Hogsmill where it rises in the pond at Bourne Hall (Spring Street, KT17 1UF). Spring Street has Spring House and the Grade II listed Chessington House, both Georgian and faced with mathematical tiles to look like brick. Opposite, on the High Street side, a run of 17th-century cottages ends at number 9, which used to be the Red Lyon inn (Hearth Tax Return of 1664, three hearths). Glyn House on Church Street is the 1838 Henry Duesbury rebuild. Around that core, the stock is 1920s-30s detached on Ewell Court Lane and Ewell Court Avenue, modern executive new-build on the Cheam-fringe, and post-war infill creeping up to the Stoneleigh edge. Each of those four bands carries different inventory failure points.

Second, the water. SES Water reports the Cheam zone hardness and supplies Ewell from the Cheam Treatment Works, which feeds Cheam, Sutton, Worcester Park, Ewell, Morden, Carshalton and South Sutton on the same chalk-borehole spine. The reported hardness is in the very-hard band – around 282 to 290 mg/l calcium carbonate depending on the month and the borehole mix. That is the same band as Cheam and Worcester Park. From 5 May 2026 onwards, all new tenancies in England begin as assured periodic (rolling) tenancies and existing assured shorthold tenancies convert automatically. Deposits stay capped at five weeks’ rent under £50,000 annual and six weeks’ rent over. Insufficient inventory detail or a vague check-out report still loses tenants money in adjudication, which is why the time-stamped walk-through your TDS arbitrator reads is the document that decides the dispute. Epsom and Ewell Borough Council does not run a selective licensing scheme and has not designated any selective-licensing areas; the only Article 4 directions in force here cover the East Street office buildings in Epsom (B1 to C3 conversions), nothing in residential Ewell Village or Ewell Court.

The Ewell-Village 17th-century cottage problem

This is the distinctive Ewell hook and the reason a generic checklist fails on the conservation-area properties.

Take a 17th-century cottage on or just off Spring Street, between Bourne Hall and the High Street junction. Lath-and-plaster internal walls. Original lime mortar pointing on the front elevation. A small open fireplace in the front room with a cast-iron register grate fitted in the late 19th century. Flagstone or quarry-tile vestibule floor. Possibly a leaded-light front window or a small Crittall replacement on a bedroom side elevation. After fourteen years of a single tenant living quietly, the soot bloom on the chimney breast above the fireplace will run two feet high – light brown to grey, ghosting upwards from the lintel. The lath-and-plaster wall to the left of the fireplace will have a hand-grease line at three-foot height where the tenant has steadied themselves on the way past. The flagstone vestibule will have a wax-and-grit haze ground in around the door threshold.

None of those three are scrubbable in the standard sense. Lath-and-plaster will lift and soften under a wet sponge – soak a wall like that and you take the surface off with the dirt. A flagstone vestibule that has been waxed historically and never lifted needs a soft-bristle reactivation and a careful re-seal, not a rotary scrubber. Open-fireplace soot bloom needs a dry-soot sponge first, then a sympathetic damp-microfibre pass, never a chemical wipe that drives the soot deeper. We brief our team leads on this before they go in. On the Spring Street and High Street conservation-area cottages, lath-and-plaster wall blooms, open-fireplace soot rings, leaded-light putty-bead films and flagstone or quarry-tile vestibule wax haze come up on every clerk’s report.
