What the clerk opens first in a Becontree house
Start with the mechanism, because it decides the money. A deposit dispute is almost never one big thing. How a borough-wide licence quietly tightened the check-out
This is the local quirk that genuinely matters for a Parsloes hand-back, and it is unusual even by London standards. On 6 April 2025 the London Borough of Barking and Dagenham brought in selective licensing across the whole borough, for five years. Not a designated few streets. The entire authority. Any property let to a single household, or to two unrelated people sharing, now needs a licence to be let at all. What 1 May 2026 actually changed, and what it did not
The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone. Existing assured shorthold tenancies in England have converted to periodic tenancies, and a tenant can now give two months’ notice at any point rather than waiting for a fixed term to run out. On an estate built for churn, where so much of the stock is privately let after Right to Buy, that matters: move-outs across Parsloes are more frequent and far less predictable than they were.

Parsloes stock: cottage-estate terraces with the wear of a century
Forget period London conversions. Parsloes is not that, and a clean built for a Victorian flat would miss what this stock actually needs. The housing here is overwhelmingly 1920s and 1930s cottage-estate work, part of the Becontree scheme the London County Council put up between 1921 and 1935, roughly 27,000 homes across what was then open Essex land at Barking, Dagenham and Ilford. Short terraces and semis, two and three bedrooms, a small front garden, a longer strip behind, built fast and to a pattern. Parsloes Park, the green heart of it, opened on 13 July 1935 and took its name from the medieval Passelewe family who held the land from around 1250; the old Parsloes Manor itself is long demolished. Knowing that does not clean an oven, but it tells you what you are handling: cottage houses pushing a hundred years old, most bought under Right to Buy from the 1980s and now let privately, with the wear that age brings.
The layouts repeat street to street, which is genuinely a gift to a cleaner who knows the estate. Parsloes is its own pocket. It is not Becontree Heath at the north of the estate, not Chadwell Heath over the Redbridge border, and not central Dagenham around the Heathway shops. The streets wrapped around Parsloes Park are a little quieter, and the stock is the purer cottage-estate type rather than the later infill you get elsewhere. What RM9 hard water does to a Parsloes bathroom
RM9 sits in a very hard water band. The supply here comes from Thames Water, and it runs at around 310 parts per million of calcium carbonate, well above the UK average.
