The estate that swallows a moving-out clean

Becontree is not a borough of identikit flats. It is a planned town of brick cottages, the largest public housing estate in the world when the London County Council finished it in 1935, around 26,000 homes laid out for roughly 100,000 people. The LCC built to cottage-estate principles: two-storey semis and short terraces, hip roofs, front and back gardens, verges and street trees. The centenary came round in 2021, and Valence House, the borough museum off Becontree Avenue, still tells the story. None of that is trivia for a clean. It is the reason a Becontree handover takes longer than the same number of bedrooms in a 2015 block.

Thousands of these houses left council hands under Right to Buy from the 1980s on. Many were extended at the back in the 1990s and 2000s, then let out by individual landlords or small portfolios. The council inspects a sample of properties before granting a licence, looking at safety, repair and management standards, and the threat of a check filters down to how landlords treat condition between tenancies. A landlord who has just had an inspector through is not minded to hand the next tenant a house with a grimy oven and skirting dust, and is even less minded to let you leave one that way without a deduction. That is the quiet effect of licensing on cleaning: the whole chain has tightened.

The other shift is legal. The Renters’ Rights Act 2025 ends Section 21 no-fault evictions and turns fixed terms into rolling periodic tenancies. For a tenant handing back keys it does not rewrite the deposit process, but it does sharpen the scrutiny on evidence and on whether a charge is proportionate. The kitchen is where the bolted-on extension and the original house argue with each other. Where the original tiling survives, the grout has yellowed unevenly and needs working by hand rather than sprayed and left. Where it has been ripped out for a modern run of units, the cut edges and the silicone behind the worktop are the spots a clerk pokes at. One Becontree quirk worth its own line. The hallway. Is carpet cleaning part of the end of tenancy price?

Vacuuming is. Hot-water-extraction carpet cleaning is a separate paid add-on at £36 a bedroom, £43 a living room, or £115 for a whole two-bed flat.
