How the check-in report quietly decides a Notting Hill deposit

Start with the mechanism, because hardly anyone does, and it is the whole game. When you moved into your flat near Portobello Road, a clerk walked it and wrote a report describing every surface, usually with photos and usually with the words “new” or “as new” against the kitchen, bathroom and original features. Those words were true that morning, because the flat had just been cleaned to a professional finish. At check-out a different clerk compares it line by line, and anything materially worse than that entry, past fair wear and tear, is chargeable against your deposit. The Tenant Fees Act 2019 means your landlord cannot write professional cleaning into the contract as a condition, so nobody can force you to book us. Damp and mould, though, are a landlord obligation under the Homes (Fitness for Human Habitation) Act 2018, not a tenant cleaning failure. What 1 May 2026 did to W11 move-out timing

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can now give two months’ notice at any point rather than waiting out a fixed term.

Here is the part people get wrong. The cleaning side of a move-out did not change at all. The Tenant Fees Act still applies, the check-in benchmark still applies, the deposit maths is exactly what it was the week before. What changed is timing, and timing is what bites in Notting Hill.

This was already a high-churn corner of London, full of one-year corporate lets and creative-industry renters who move on the work rather than the calendar. Let them leave on a rolling two months instead of a fixed end date and the move-outs get more frequent and less predictable. The takeaway is dull but it pays for itself: book the clean earlier than you used to, because the slot you want will be gone if you leave it late.

The kitchen, where most of the deposit goes

Bathrooms, the other place it goes wrong

Scale comes off the taps, shower head, screen and tiles first, careful on the original chrome in these period flats. Grout is scrubbed back as far as honest effort takes it, photographed first where it is clearly past saving. Then the rest, in order.

  • Toilet done properly: inside, under the rim, base, cistern, hinges, and behind the pedestal where nobody looks but the clerk
  • Shower screen both sides, tracks and the sealant bead included
  • Bath, taps, the underside of the taps, overflow and plughole; the roll-top baths in the grander conversions get their feet and underside done too, which is easy to skip
  • Mirrors and cabinets, and behind them where they come away from the wall
  • Extractor fan vent wiped and the sealant cleaned to a usable state (re-sealing is a handyman job, not a cleaning one)
  • Floor into the corners, behind the loo and under the basin pedestal

Bedrooms, living rooms and the period detail

This is where a Notting Hill flat differs from a standard let, and where we spend the time. Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors and handles. Light fittings, switches, and the ceiling roses, which in a W11 period flat hold years of dust and always get checked. The cornice tops, picture rails and deep architraves get done by hand off steps, because that ledge is the first place the clerk’s torch lands. Window sills, reveals and frames inside, with the tall sliding sash windows in the older terraces needing slow careful work. Radiators behind, under and on top. Any original fireplace surround, marble or timber, brought back gently with the right product rather than a general spray. Walls spot-wiped for marks, with a realistic line drawn, because nail holes and scuffs are a decorator’s bill and not yours to scrub away. Hard floors washed, upholstery hoovered through.

Two of these often need their own pass. Hot-water extraction on carpets is written into a lot of Notting Hill tenancies as a hard requirement, which is what the carpet cleaning add-on covers on the same visit, and hard-used sofas in shared lets sometimes need full upholstery cleaning rather than a hoover. Then everything else: switches, sockets and entryphones, internal doors both sides, the stairs and bannisters where a Portobello conversion keeps an original staircase. Cobwebs out of the corners. Very hard water, and what it does to a period bathroom

Notting Hill sits in London’s hard-water zone, supplied by Thames Water, and the water off the chalk under the Thames Valley runs at more than 300 milligrams of calcium carbonate a litre, which Thames Water itself classes as very hard. That one detail loses more deposits here than almost anything except the oven. Calcium builds on taps, shower heads, screens and tile joints faster than tenants expect, and a cloth does nothing to it. The clerk checks for it on purpose: a thumbnail down the tap, the shower screen read edge-on against the light, the shower head pulled in close. Scale set into the chrome is not a quick job, and in these period flats the fittings are often original or reproduction chrome, which rules out the brute-force descalers a newer flat would shrug off. We work the descaler into the joints and tap bases rather than wiping it over the top, then buff the metal back so it reads clean under a torch.

Grout is the other one, the line between a pass and a deduction here more often than anything to do with carpets. We scrub it rather than wipe it. Where it is genuinely past saving, which happens on a long tenancy, we photograph the state before we start. That photo has settled more disputes than any argument has. It is dated and timestamped, and a clerk cannot charge a tenant for grey grout that was already grey in the check-in pictures. The clerks know this, which is why the well-documented jobs rarely get a quarrel.

Specialist surfaces sit outside the scrub-and-go work. Original parquet, an encaustic-tiled hallway, engineered board in a converted top floor: each takes its own product, which is what the floor cleaning add-on is for. Exterior glass on a flat above the Portobello shops is a separate job too, that is window cleaning, folded into the same visit when the inventory asks.


Portobello top to bottom: the stock changes street by street

Portobello Road runs the better part of a mile through Notting Hill, and the housing changes completely as you walk it from the smart south end down to Golborne. A flat above the antiques shops at the Westbourne Grove end and an ex-council maisonette under Trellick Tower share a postcode prefix and almost nothing else. Different surfaces, different products, different things the clerk is told to look for. One method does not pass all of it, so we read each flat off its own check-in report rather than off a template.

At the Notting Hill Gate end the stock is the pastel stucco the area is famous for: tall mid-Victorian terraces in ice-cream colours, with high ceilings, run cornice, ceiling roses and the deep sliding sash windows that the Ladbroke Conservation Area rules protect from the outside in. Many were carved into mansion flats decades ago, so a single building can hold six or seven lets, each with its plasterwork itemised on the inventory. Around Ladbroke Square, Arundel Gardens and the other communal-garden squares of the old Ladbroke Estate, the houses back onto big shared lawns, and those flats come with their own access quirks on move-out day. The market core is flats above the shops: above the antiques arcades at the top, the fruit-and-veg stalls through the centre, the vintage rails toward the Westway. These move fast and the tenants skew creative and international, and the Electric Cinema at 191 Portobello Road, working since 1910 and one of the oldest in the country, is the landmark everyone gives directions by. Up at the Golborne Road end and under the Westway you get the other half: Golborne’s Moroccan and Portuguese stretch, Ernő Goldfinger’s Grade II*-listed Trellick Tower, and the ex-local-authority blocks of the Cheltenham and Lancaster West estates mixed in with converted flats. We win those check-outs on the dull slow work rather than on anything clever.

The stations frame it: Ladbroke Grove and Westbourne Park on the Hammersmith & City and Circle lines either side of the road, Notting Hill Gate on the Central, Circle and District lines at the bottom, so almost everything on our Portobello rota is a short walk from one of them.
