The dust ridge along a 1930s picture rail is the first thing a check-out clerk reaches for on this side of Sidcup, and on a Blackfen Road semi that has not been touched in four years it is a guaranteed grey line in every room. Why the 1930s semi belt is where deposits go
Start with the houses, because the houses explain almost all of it. The streets running north from Sidcup town centre toward Blackfen and Blendon went up fast in the late 1920s and through the 1930s, after the Danson estate land was sold off in 1922 and the speculative builders moved in. New Ideal Homesteads laid out most of Blackfen, with Leech and Smith building alongside them, and the result is road after road of bay-fronted semis: Blackfen Road, Days Lane, Westwood Lane, Wellington Avenue, the Penhill Park and Marlborough Park estate turnings. A three-bed semi on the Penhill Park estate sold for £395 freehold in 1933. Most are let now, and they still carry the long-life surfaces that decade built in.
Those surfaces are exactly the ones a clerk in DA15 is trained to itemise. Deep original skirtings that show every scuff along their length. Picture rails and the coving line above them, which collect a dust ridge a vacuum never reaches. The other half of the problem is how long people stay. This is family-rental country, gardens and a garage, schools within a pram-push, so tenancies here run for years rather than months. Real wear builds up: traffic lanes worn into the lounge carpet, pet hair pressed deep into the stair runner, grease behind a cooker that nobody has pulled out since they moved in. The deposit framework is what gives all this teeth. Under the Tenant Fees Act 2019 a deposit on a tenancy with rent below £50,000 a year is capped at five weeks’ rent, and it has to sit in a government-backed scheme, whether that is the Tenancy Deposit Scheme, mydeposits or the Deposit Protection Service. At check-out your landlord can deduct for cleaning only where the property comes back below its checked-in condition. The report decides that. If the inventory recorded the oven as clean on day one and it is greased on the last day, that line is yours to pay. Hand the house back at the standard the report was written against, with your own dated photos and a professional clean behind you, and the cleaning argument simply does not start.
The Bexley licence question, answered plainly
Landlords letting on this side of Sidcup ask us about licensing more than anything else, so here is the current position. Bexley Council runs a selective licensing scheme, but it is designated for Belvedere ward only. It became operative on 13 January 2025 and runs to 12 January 2030, covering roughly 2,300 private rented homes in that one ward across the far north of the borough. What 1 May 2026 did, and did not, change here
The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy has converted to a periodic one, and a tenant can now give two months’ notice at any point in the year rather than waiting out a fixed term. That is a real change for landlords planning a re-let.
Here is the part people get wrong. The cleaning side of a move-out did not change at all. The Tenant Fees Act still applies. The check-in benchmark still applies. The deposit maths is exactly what it was the week before. What changed is timing. Move-outs across the DA15 streets are more frequent now and less predictable, because tenants are no longer pinned to a fixed end date, so the slot you want before a hand-back is harder to land if you leave the call late. The oven comes apart rather than getting wiped. The clerk checks for it deliberately. They run a thumbnail down the tap, they look at the shower screen edge-on against the light, they pull the shower head in close. Scale that has set into chrome is not a quick job, and on the original-footprint suites these houses keep, the film comes back the moment the light hits it if it was only rinsed. Blackfen Road to Days Lane: the stock changes as you go
We work the whole western and northern side of Sidcup, up into Blackfen and toward Blendon. That takes in Blackfen Road and the parades of shops around it, Days Lane and the turnings by the recreation ground, Westwood Lane, Wellington Avenue, Penhill Road, the New Ideal Homesteads roads across Marlborough Park, and the streets around Lamorbey Park and Sidcup Place. The stock is not uniform, and that matters for a quote. Closer to Sidcup town centre and the station you find a fair share of converted floors and purpose-built flats. The further north you go up Blackfen Road, out toward the parades at Marlborough Park, the more it becomes solid family houses on the thirties estate roads, with garages, side returns and back gardens. Sidcup station sits on the Dartford Loop, opened back in 1866, with Southeastern running four trains an hour to Charing Cross off-peak, two of them direct and two via Lewisham, plus Cannon Street trains in the peaks.
