1 May 2026: the day the law and the licence both landed in E5

Two separate things changed for Upper Clapton tenants on the same date, and it pays to keep them apart in your head.

First, the Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, and every existing assured shorthold tenancy in England has rolled over to a periodic one, so a tenant can now give two months’ notice at any point instead of waiting out a fixed term. Here is the part people get wrong: the cleaning side of a move-out did not change at all. The Tenant Fees Act still stands. The check-in benchmark still stands. What shifted is timing, and in a high-churn pocket full of sharer lets, timing is the thing that bites.

Second, and this one is specific to where you live, Hackney’s new property licensing schemes started on the very same day. Borough-wide additional licensing now covers most houses in multiple occupation, including the shared and bedsit lets in the split houses around the Common and the Pond. Selective licensing covers single-household and two-sharer lets in seventeen named wards, and Upper Clapton sits across two: Springfield ward by the park and the Common, and Lea Bridge ward running east towards the river. Both schemes run for five years.

Bedrooms, living rooms and the shared parts

Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Light fittings, switches, and the ceiling roses, which in the older Clapton terraces hold years of dust and always get checked. Window sills, reveals and frames on the inside, with the older timber windows needing slow, careful work along the runners. Radiators behind, under and on top; the cast-iron ones in the grand split houses take longer than a modern panel. Some surfaces sit outside the scrub-and-go work. An original tiled hallway in a Victorian terrace, stripped boards in a Springfield Park conversion, engineered board in a Lea Bridge Road new-build: each takes its own product, which is what the floor cleaning add-on is for. Upper Clapton, building by building, from the Common to the river

Upper Clapton is the northern slice of Clapton, E5, dropping from Clapton Common down towards the River Lea, and the housing changes as you walk it. A bedsit in a split house by the Common and a whole family house up a quiet hill share a postcode and almost nothing else. Different surfaces, different products, different things the clerk is told to look for. One method does not pass all of it, so we work the area in three bands.

The Common and Springfield: grand houses cut into flats

Up around Clapton Common and Springfield Park the stock is large: grand Victorian villas and early terraces, a great many carved into flats and bedsits, plenty now licensed as HMOs. The park runs down the hillside to the towpath, the marina and the marshes, lovely to live by and hard on a bathroom, as the damp section above explains. This is also the edge of the large Charedi, or Strictly Orthodox Jewish, community that fills the streets up towards Stamford Hill, with Grodzinski’s bakery on the Common a fixture since the 1880s and big family households the norm. The middle: the Round Chapel terraces and Lower Clapton Road

Down towards Lower Clapton Road and Clapton Pond it turns into classic Hackney terraces, many split upper and lower, bay-fronted, with the odd original tiled path and a kitchen that is either six months old or last touched in 1990. The Round Chapel, the Grade II* former Congregational church Pevsner called one of the finest nonconformist buildings in London, sits just off this stretch. This road carried the “Murder Mile” tag at the turn of the century, a reputation it shed long ago: E5 has gentrified hard, and the people checking out of these flats now are as often young professionals and families as anyone. Long sharer lets mean build-up in the places nobody cleaned between tenants, and we win these check-outs on the dull, slow work.

East to the Lea: estates and the newer infill

Keep going east and you reach the ex-local-authority blocks running down to the river, the Kingsmead estate among them, and the run up Mount Pleasant Hill. Along Lea Bridge Road there is newer infill that has gone up since Lea Bridge station reopened in 2016 after thirty-one years shut, putting fresh rental flats within reach of the trains to Stratford and Tottenham Hale on the Lea Valley line.
