“Why would a brand-new flat fail a check-out?” We hear that one a lot from Woodberry Down tenants, and the answer is the glass. Why a brand-new flat is the harder hand-back

People assume a new flat hands back easily. On the inventory it is the opposite. The reservoir-view glass problem, in detail

This is the detail that separates a Woodberry Down clean from any other flat clean. The towers were built to look out over the West and East Reservoirs and Woodberry Wetlands, so the glazing is the whole point of the apartment, and it is vast. Hard Thames Water dries on it as a fine mineral film. Spray a domestic glass cleaner over that film and you smear it: the pane looks fine until the light comes off the water in the afternoon and every streak shows. The film is not even across a pane. It sits heaviest in the bottom third where condensation dries, and around the opening lights and trickle vents, which is exactly where a clerk drops the lamp. The 1 May 2026 changes, and where Hackney licensing actually lands

Two things changed in Hackney on 1 May 2026, and tenants here tend to muddle them. Get them straight and you will plan the move better.

First, the Renters’ Rights Act 2025 went live. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can now give two months’ notice at any point in the year. The cleaning side of a move-out did not change one bit. Your deposit still has to sit in a government-approved scheme, a landlord can still only deduct for actual damage or for cleaning that returns the flat to its check-in condition, and never for fair wear and tear. What changed is timing. On a high-churn estate full of one-year professional lets, rolling notice makes the move-outs more frequent and far less predictable, so the slot you want goes sooner.

Second, and separately, Hackney brought in new property licensing the same day. This is where local detail matters, because the headlines made it sound borough-wide for everyone. It is not. The five-year selective licensing scheme covers seventeen of the borough’s wards, and Woodberry Down ward is one of the few left out, so a standard single-household let in one of these towers does not need a selective licence. The additional HMO scheme does run borough-wide at a higher fee, so a flat split between three or four unrelated sharers here is caught by it. None of that changes what the clean has to achieve. It just means the managing agents document condition carefully and treat a professional check-out clean as the norm. Two estates sharing one postcode

Woodberry Down is genuinely two things on one footprint, and the clean changes with it. The bulk of what we clean is the Berkeley regeneration, one of the largest single-site estate rebuilds in Europe: more than 5,500 new homes planned across eight phases over twenty years, on 64 acres beside 42 acres of open water, with around 2,300 already built and lived in. These are concierge towers and apartment blocks off Woodberry Grove and Woodberry Down itself, studios up to three-beds, with floor-to-ceiling glazing, balconies, podium gardens, handle-less high-gloss kitchens, integrated appliances throughout and engineered timber or stone floors. There is no period detail in them at all: no coving to dust, no original window boxes, no picture rails. The work is glass, gloss, integrated machines, hard floors and the balcony.

Alongside the towers sit the retained and refurbished post-war blocks from the original London County Council estate, Herbert Morrison’s 1930s scheme to rehouse inner-London families, plus mixed-tenure social housing within the regeneration. These flats are simpler: painted plaster, conventional fitted kitchens, vinyl or carpet rather than stone, smaller windows. A clean here is a thorough ordinary end of tenancy without the large-glazing element that drives the hours on a tower flat. The geography matters more than it looks. The site straddles the New River and the two reservoirs, so a flat on the West Reservoir side and one over the wetlands catch different light, and the same film reads differently to a clerk depending which way the windows face. Access is tight everywhere: there is no kerbside loading on most of it, so kit goes past a concierge desk and up a shared lift, and we plan a tower clean around that rather than treat it like a house with a van on the drive. Manor House station is on the doorstep on the Piccadilly line, at the junction of Seven Sisters Road and Green Lanes, with a dedicated Woodberry Down entrance, and Finsbury Park is about a nine-minute walk.
