Chalvey is an odd, dense little pocket with a long memory. It was a working village before Slough grew out to meet it, built around The Green and Chalvey Ditch, and the name comes from a 1217 word meaning Calf Island. Locals are still nicknamed stab-monks after an old fairground tale about a monkey, which tells you the place has more identity than the average commuter suburb. None of that folklore matters to an inventory clerk. The terraced housing stock does, and so does the fact that this is one of the most diverse, most heavily private-rented corners of Slough, sitting between the 20,000-strong workforce of the Slough Trading Estate and an Elizabeth line that reaches central London in about half an hour.

Chalvey has long carried one of the highest concentrations of privately rented housing in Slough, on a par with Central ward. What a Calf Island terrace throws at a clean

Most of the original Chalvey grid is small Victorian terraced housing, thrown up for workers from the 1860s onward once the railway arrived. Chalvey Road East, Chalvey Road West, Ladbrooke Road, Albert Street, Ragstone Road, Chalvey Grove. Narrow two-up two-downs, deep skirtings, the odd picture rail, painted-shut window reveals, and a small back yard. A lot of them were extended at the back in the 1970s, which is where the grease tends to hide.

Then there is the newer layer. Flats and small blocks have gone up around Bath Road and the town-centre fringe, aimed at people working on the trading estate or commuting out on the train. The Chalvey Regeneration Area has been busy for years: the old Montem Leisure Centre site off Montem Lane is being built out for housing, the former Cross Keys pub site has been redeveloped, and even the old town hall has been turned into a primary school. New flats, integrated appliances, balconies, communal bin stores. A different cleaning job entirely.

What that mix does is put two opposite problems in the same round, sometimes in the same week. One day it is twenty years of cooking residue baked onto the tile grout behind a hob in a back extension on Ragstone Road. The next it is a year-old mixer tap in a Bath Road flat already furred with scale because Slough water is hard. A clean that is set up for one tends to miss the other.

Slough sits in one of the harder water zones in the country, with calcium carbonate well above 300 mg/l. Limescale builds where you cannot easily see it: inside the kettle element, around the base of taps, on the underside of a shower screen, in the dishwasher seal, inside the spout of a kitchen mixer. A supermarket spray and a cloth will not shift a year of it. The terraces bring their own list. Window reveals that have been painted over and not opened in a decade still collect grime in the recess, and clerks open them to check. Back yards in these houses need clearing of dead pot plants and cigarette ends before a clerk will call the outside tidy. None of it is hard. All of it gets missed by a rushed clean.

Parking is the other thing, and it is genuinely the worst part of working some of these streets. The original Chalvey grid was laid out long before two cars per household, so a van has to find a gap and the team carries kit in from wherever it lands. The Chalvey Regeneration Area has reshaped chunks of it, the leisure provision shifted to The Centre in town when Montem was earmarked for housing, and the Jubilee River walk on the edge of the area has changed how the place feels. The oven is first, and it is usually the door. Clerks open it and look at the glass between the two panes, because that is the bit a wipe-down never reaches. Then the racks, the side walls, the roof element, the fan housing. After the oven it is the extractor filter, degreased or swapped. On the older Bath Road and Crossways flats the filter sits in a fixed canopy and has to be lifted out properly.

Then come the dust traps and the scale. Tops of the kitchen wall units, where nobody looks until a clerk runs a finger along them. Skirting behind the sofa and the bed. Slough licensing after June 2024, and what it means for your check-out

The licensing picture in Chalvey changed in 2024, and it is worth getting right because landlords here read it closely. From 2020 to 2024 Slough Borough Council ran two discretionary schemes: a selective licensing scheme that covered just two wards, Central and Chalvey, and a borough-wide additional licensing scheme for smaller HMOs of three or four tenants. Both designations ceased on 30 June 2024, which the council confirms on its Slough Borough Council property licensing page.

They are not gone for good. At a cabinet meeting on 20 April 2026 the council agreed to consult on bringing both schemes back and widening them across the whole borough, a step reported by the Slough Observer. A 10-week consultation runs first, then the proposals return to cabinet in the autumn. The council pointed to the scale of the problem when it made the case: between 2020 and 2025 it logged 2,752 anti-social behaviour reports, with 801 of them, about a third, tied to a suspected HMO. Proposed penalties for letting without a licence once a scheme is live start at a £7,000 civil penalty and rise to as much as £40,000 for repeat breaches.

Two things still bite right now, consultation or not. Mandatory HMO licensing under the Housing Act 2004 remains in force across the borough: any property let to five or more people forming more than one household needs a council licence. And any selective or additional licence issued before June 2024 stays operative until it expires, with its conditions still binding. For a tenant leaving a licensed HMO this matters at check-out, because the inventory tends to itemise the communal kitchen and the shared bathrooms line by line, and the cleaning bar on those shared rooms is higher than on a single-family let.

Chalvey has a lot of converted shared houses, so this comes up often. A licensed HMO inventory will list the shared cooker, the shared fridge, every communal hob ring, the shared bathroom fittings, the hallway and the bin store, and a clerk going through a shared kitchen is harder to satisfy than one checking a single tenant’s flat, because the wear is heavier and the standard set in the licence conditions is explicit. A scheme that licenses smaller shared houses, typically three or four tenants, that fall outside mandatory licensing. Slough’s borough-wide version also ran 2020 to 2024 and is part of the same reintroduction consultation.

The national requirement under the Housing Act 2004 for any house let to five or more people from more than one household. Still in force in Slough.

One more change is worth a line because it alters the rhythm of move-outs. The Renters’ Rights Act 2025 ends Section 21 no-fault evictions and turns assured shorthold tenancies into periodic ones, so notice periods and move dates shift. The cleaning obligation does not shift at all. Whenever you hand back the keys, the property is judged against its check-in state, and a clean to that standard is still what protects the deposit.
