Almost nothing in Hulme is older than you are if you finished university recently. The Crescents came down between 1991 and 1995, the 1990s regeneration put low-rise terraces and courtyard co-operatives in their place, and what you are now handing the keys back on is modern fittings bolted to a building envelope that is barely 30 years old. Last updated April 2026. Two-bed asking rents in M15 sit around £1,150 to £1,500 a calendar month across the post-1995 courtyard stock and the older Britannia Basin blocks (ONS Manchester housing data). On a 30-year-old fitting that has had eight tenancies through it, the cleaning line is where a clerk goes looking for a deduction first.

A neighbourhood with no period stock to hide behind

Hulme is the regeneration neighbourhood, and that one fact decides what your inventory clerk checks. The four Crescents named after Georgian architects, Robert Adam, William Kent, John Nash and Charles Barry, were demolished in stages between 1991 and 1995. The Hulme City Challenge programme replaced them with low-rise terraced new-build, courtyard housing co-operatives such as Homes for Change off Old Birley Street, social-rented infill running from Princess Road across to Chorlton Road, and the green spine of Hulme Park. The signature of the whole scheme is the Hulme Arch bridge, the white steel arch carrying Stretford Road over Princess Road that opened in May 1997 and stitched back together a route the 1969 dual carriageway had severed.

So there is no Victorian villa belt here, the way there is two miles south in Didsbury, and no glass tower cluster, the way there is in the city centre. There is barely a period terrace worth the name inside the regeneration footprint. The handful that survive sit on the southern edge towards Moss Side. Everything else is one of three modern layers: the post-1995 courtyard terraces off Stretford Road, Royce Road, Old Birley Street and Bonsall Street; the student-block layer across the eastern and western halves; and the 1990s and 2000s flat layer at Britannia Basin by Cornbrook tram stop, City Gate behind the Mancunian Way junction, and the smaller infill running back towards Castlefield.

What does that mean in practice? The failure points are not the ones a period-property guide would list. They are MVHR vent-grille dust, composite-door seal grime, oven-inner glass nobody has ever split, the kitchen extractor canopy, the silicone strip on a 1998 bathroom that has not been re-sealed since it was fitted, and student-let grease worked into the laminate worktop edge. The building is young. The grime sits in the young building’s particular corners, and the clerks who walk M15 know exactly which ones.


The academic year runs the calendar

Half of Hulme is residential. The other half is campus. Manchester Metropolitan University built its Birley Fields campus on the western Hulme footprint between 2011 and 2014, with the Brooks Building, the Birley Fields halls of residence and an open campus green backing onto Hulme Park. The whole ward sits a short walk off the Oxford Road corridor, the densest university spine in the country, and Cambridge Halls on Cambridge Street and the older Daisy Bank Hall on Daisy Bank Road feed the same student tenancy churn from the eastern side.

That adjacency bends the rental calendar in a way it does not bend in a family suburb. The bulk of M15 student-let check-outs land between mid-May and the first week of July, and the university-managed handover slots are tight because the in-house teams are clearing whole blocks room by room. Book early if your move-out falls in that window. There are also a meaningful number of private four-share and five-share houses in the Bonsall Street, Royce Road and Cavendish Street triangle, let to Manchester Met, University of Manchester and Royal Northern College of Music students, where the walk is read by a letting agent rather than the university. The communal kitchen and the shared bathroom take the brunt of the inventory in those. One worktop, six people, ten months.

Geography keeps that churn dense. Cornbrook, on the northern edge of M15, is the Metrolink interchange where the Altrincham, Eccles, Airport and Trafford Park lines all meet, so a Hulme tenant has a direct tram into the city centre and a short walk to the Oxford Road corridor, and landlords know the area lets fast to students who never need a car. Fast to let is also fast to turn over, and a property that flips every July rarely gets the once-a-year deep clean an owner-occupied house would. The grime from the previous tenancy is still there when the inventory clerk arrives for the next one, which is why a proper hand-back clean matters more here than the rent figure alone suggests.

The clerk’s torch goes to the same dozen places every time. Knowing the order is half the job, because the inventory deduction line is the easiest one to remove from a deposit dispute before it ever reaches the scheme. None of the list below is hidden. None of it is unfair. It is just the line that separates a passed check-out from a deduction of a hundred and eighty pounds.

  1. Oven-inner glass between the door panes, which the clerk sees straight through the door if it has not been split since the oven was fitted

Soft water helps you here. United Utilities pulls the M15 supply off Lake District and Pennine upland reservoirs (United Utilities water hardness), so limescale on chrome and shower nozzle plates rebuilds far slower than it would down south. Scale is not the Hulme inventory headline. The grease and the grilles are.

The clerk walked the unit on the Friday and signed off with a single deduction for a chipped tile we had already flagged.

One we did last summer makes the point. Two-bed in a Hulme Park courtyard, post-1995 terraced new-build off Royce Road, two friends on a twelve-month tenancy that ran August to July. They had never once changed the kitchen extractor canopy filter. The MVHR grilles in the bedrooms had a dust collar an inch deep round the edge. Gascoigne Halman had warned at the check-in walk that the oven-inner glass and the bathroom silicone behind the screen would be the line items. Two cleaners came on a Wednesday morning, six hours flat. They split the oven door and soaked the inner glass between the panes, scrubbed the canopy interior with the proper alkaline degreaser, pulled and washed every grille, and re-finished the silicone strip behind the bath where the mould had bloomed. The clerk walked the unit on the Friday and signed off with a single deduction for a chipped tile we had already flagged. Deposit back inside the week.

The rules that frame a Hulme check-out

The law changed under everyone’s feet this spring. The Renters’ Rights Act 2025 brought its headline reforms in on 1 May 2026. Section 21 no-fault eviction is gone. Possession routes are narrower. A landlord can no longer require more than one month’s rent up front, and a deposit releases only through the protected-scheme dispute or by mutual agreement. The deposit cap of five weeks’ rent carries through, rising to six weeks where the annual rent is £50,000 or more. M15 clerks have read the change, and the Hulme walk has tightened since autumn 2025, because the cleaning deduction is the one line an agent can take off the table cleanly and the student-let turnover here runs faster than a traditional landlord’s. Fair wear and tear still protects you: nobody can deduct for normal ageing on a post-1995 carpet that has had eight tenancies over it. They can, and do, deduct for an oven-inner glass that has not been touched since the day it was installed.

Licensing in Hulme is widely misunderstood, so here is the live position rather than the folklore. Manchester City Council runs selective licensing across a set of named street-level footprints in the inner ring, in force from 9 August 2023 to 8 August 2028 and covering parts of Rusholme, Moss Side, Longsight, Levenshulme, Gorton, Harpurhey, Cheetham, Crumpsall and the Miles Platting and Newton Heath ward. Hulme is not on that list. M15 sits outside selective licensing entirely.

Two other rules do reach into Hulme, and they are not the same thing. The council does not run an additional HMO licensing scheme, so the only mandatory HMO licence is the statutory one: any house in multiple occupation with five or more people forming two or more households must be licensed, anywhere in the city, M15 included. Separately, Manchester has had a citywide planning Article 4 Direction since 8 October 2011, which removed the automatic right to convert an ordinary house into a small three-to-six-person HMO. That direction was driven by exactly the student-housing pressure Hulme sits next to, and it means a landlord creating a small share house here needs full planning permission first. Most M15 check-outs, though, happen on a straightforward Assured Shorthold Tenancy with the deposit protected by one of the three approved schemes.

Do you handle HMO common parts in M15?

We do. Common parts such as stairs, hallway, shared kitchen and shared bathroom are priced as standard rooms. Manchester has no additional HMO licensing scheme, but any house in multiple occupation with five or more people in two or more households needs the statutory mandatory licence, M15 included, and converting a house into a small HMO needs planning permission under the citywide Article 4 Direction. What about scale on shower heads and chrome fittings?

Hulme water is soft. United Utilities supplies M15 from Lake District and Pennine upland reservoirs at around 60 mg/l calcium carbonate, so build-up on chrome and shower nozzle plates rebuilds far slower than it would in the south of England.
