Prices are fixed by bedroom count, not by the hour, and they include materials and the guarantee. A studio at One Silk Street or the Hudson Building is £156. A one-bed at Angel Gardens, Paragon Mill or Royal Mill is £207. A two-bed at Cotton Field Wharf, Milliners Wharf or Murray’s Mills is £243. We quote by room because that is what an inventory measures, and a fixed figure means no clock running while a clerk waits on the doorstep.

A mill conversion cleans nothing like a new-build

Here is the split that shapes every quote we give in M4. On one side sit the listed cotton mills, turned into flats but still full of the materials they were built from. On the other sit the build-to-rent towers, all glass and integrated kit. A cleaner who treats the two the same will miss things in both.

Take the mills first. Murray’s Mills, whose oldest block went up in two phases in 1798 and 1801, sits on Redhill Street beside the Rochdale Canal. Royal Mill on Henry Street is Grade II* and dates to around 1912. Beehive Mill on Jersey Street, built in 1824, still carries rare cast-iron roof trusses. Manchester City Council lists the wider group, with Brownsfield Mill across Great Ancoats Street, as the first industrial estate in the world, and Historic England documents the same heritage in detail. What that means on a clean is concrete. Exposed brick soaks up dust and must be vacuumed with a soft brush head, never wet-wiped. Cast iron columns show every smear and get hand-dusted dry, with no contact made on the original paint. Timber beams in the roof of Paragon Mill are hoovered, not damp-cloth-cleaned. Polished concrete floors mark under steam, so they get a pH-neutral mop and nothing hotter. Crittall-style windows carry horizontal glazing bars, and every single ledge collects grime that a clerk will run a finger along.

The new-builds are the opposite animal. Angel Gardens off Rochdale Road, Cotton Field Wharf on Pollard Street, NQ4 on Bengal Street, Eliza Yard on Old Mill Street, the Anco&co block at Ancoats Green: high-spec bathrooms, fitted kitchens, floor-to-ceiling glazing. Cleaning here is less about heritage and more about leaving no mark on tall glass and bright chrome. These flats are graded against their handover condition, which was spotless, so a clerk goes after grout lines, trickle vents, the inside of integrated appliance housings, and the balcony glazing, which are the spots a nearly-new flat actually loses marks on. Build-to-rent blocks usually clean faster than a mill because the surfaces are uniform and the appliances are new, and we build that into the price rather than charging mill rates for a flat that does not need them.

There is one shared headache across both: the kitchen. Whether it is a fitted unit at Eliza Yard or a Little Italy galley in an older block, the oven, the extractor and the seals behind the sink carry the most weight on any M4 check-out, and they are the first three things a clerk goes to. We strip the oven door glass, the racks and the fan housing by hand, because that is the deduction an agent can justify in one photo.

Cutting Room Square is the centre of all this now, the open space where bales of cotton were once cut, with Halle St Peters on one edge and a ring of flats and cafes on the others. A fair share of our work clusters within a few minutes’ walk of it, because that is where the density of converted mills and new blocks is highest. The southern stretch towards the old Daily Express building is the part Urban Splash branded New Islington, and the flats there sit between the marina and the Ashton Canal.

Why an Ancoats check-out runs longer

Ancoats is one of the most-scrutinised rental postcodes in Manchester, and one of the priciest. Land Registry and ONS figures put average sold prices across the conservation area near £300,000, with Great Ancoats Street closer to £217,000 and mill penthouses at Murray’s Mills and Paragon Mill changing hands above £500,000. Two-bed rents cluster around £1,450 to £1,700 a month, and canal-view flats at Angel Gardens, Cotton Field Wharf and Milliners Wharf push past £1,800.

When the rent is that high, the deposit scales with it. A five-week deposit on a £1,650 two-bed is just over £1,900. Add a parking space or a penthouse and you are looking at £2,100 to £2,800 sitting in a scheme account, waiting on a check-out that now leans on clerk photos, close-ups and a condition rating for every room. Cleaning is the single largest category of deposit dispute in the country, and it is also the easiest to avoid.

The inventories themselves are longer here than almost anywhere else in the city. Reside, Northern Group and Manchester Life all use professional inventory firms, and a two-bed at New Little Mill or Royal Mill will generate a check-in report of 35 to 50 pages. Every brick section, every iron pillar, every window reveal photographed on the way in. At check-out the same clerk returns and matches each frame against the room in front of them. A few terms come up again and again on those reports, so it helps to know them.

Fair wear and tear
The ordinary decline a flat suffers from being lived in. A landlord cannot charge you to clean off honest wear, but grease, dust and scale are not wear, and that is the ground most cleaning deductions are fought on.
End of tenancy clean
A clean to inventory standard on an empty property, oven and appliance interiors included, aimed squarely at the check-out. It is not the same as a deep cleaning visit on an occupied flat or an ongoing regular domestic service.

The law behind your deposit

Your deposit is capped and protected by law, and the cleaning standard at the end is judged against the flat’s condition at the start. Get the mechanics right and a cleaning dispute is winnable. Get them wrong and even a good clean can lose.

The cap comes from the Tenant Fees Act 2019, which sets the deposit ceiling at five weeks’ rent for most tenancies. The money must sit in one of three government-approved schemes within 30 days of being taken: TDS, the DPS, or mydeposits. If your landlord missed that deadline, your position on any deduction is stronger before the argument even starts.

The bigger change is the Renters’ Rights Act 2025, whose main provisions came in on 1 May 2026. Section 21 no-fault evictions are gone, and assured shorthold tenancies have converted to periodic by default. The likely effect in a postcode like this is more scrutiny at check-out, not less, because a landlord who can no longer serve a no-fault notice has more reason to lean on end-of-tenancy deductions. A clean that passed on goodwill three years ago will draw a photographed deduction now.

Licensing is the part Ancoats tenants most often get wrong. Ancoats does not sit in any of the council’s selective licensing designations. Manchester City Council’s selective licensing scheme 3 runs from 24 May 2025 to 23 May 2030 and covers parts of Cheetham, Crumpsall, Harpurhey, Longsight, Miles Platting, Newton Heath and Moss Side. Miles Platting borders Ancoats to the north-east across the canal, so a landlord with a mixed portfolio can be licensed there while the specific Ancoats flat is not. Mandatory HMO licensing under the Housing Act 2004 still applies to any flat let to five or more people from two or more households, which is a common set-up in the larger mill duplexes shared by groups of young professionals.

Why does licensing matter for a clean? Because a licensed flat is inspected against a standard, and a landlord who has been through a council inspection is far fussier about the state of the flat at check-out. Shared HMOs also fail on the communal kitchen and bathroom that no single tenant feels responsible for, which is exactly where we tell sharers the deposit lives or dies.


What the clerk actually flags first
