How the check-in report decides the argument before it starts

Start with the document, because it runs the whole thing and almost nobody reads it twice. On the day you moved in, a clerk walked the flat and wrote down every surface, normally with photos, normally with the word “clean” or “as new” against the kitchen and bathroom. Those words were fair, because the flat had just been done professionally. At check-out a clerk walks it again and compares the two reports line by line. Anything materially worse than the move-in entry, past fair wear and tear, can be charged to your deposit. You are not being judged against tidy. The money is not vague. It just means you turn up with evidence rather than hope.

Two bits of law sit under all of this and they pull different ways. The Tenant Fees Act 2019 means your landlord cannot write professional cleaning into the contract as a condition, so nobody can force you to book us. Damp and mould, on the other hand, are a landlord responsibility under the Homes (Fitness for Human Habitation) Act 2018, not a tenant cleaning failure. It splits roughly three ways, and the clerk inspects each one differently, so we clean each one differently too.

Above the shops on Goldhawk Road and Uxbridge Road

The flats over the parades are the oldest part of the picture. Goldhawk Road is lined with the fabric shops the street is known for, a dozen or so of them, plus the south entrance to Shepherds Bush Market where it runs under the railway. Above all that sit late-Victorian and Edwardian flats reached by a narrow door between two shopfronts. Kitchens here are usually a galley squeezed into what was once a bedroom, the extractor works hard, and road grime settles on the window reveals facing the street. A clerk in one of these spends an age on the hood, the filter and the sills. We hot-soak the filter in a tank, because spraying a clogged mesh just moves the grease around.

Long lets mean years of build-up in the places nobody touches between tenants, the cornice, the picture rails, the airing cupboard, the grout in an original tiled hallway. Up Wood Lane, the old BBC Television Centre is now a residential development of around 950 flats, the Grade II listed parts restored, a Soho House gym and pool tucked into what were the archives, and a concierge on the door. These are a different animal: open-plan one and two-beds, engineered timber and vinyl floors, a single concealed extractor, ceiling-height tiling in the bathrooms. A clerk here gives ten minutes to the shower-screen track and runs a finger along the skirting-to-floor join, where a grey line of dust hides that a vacuum skips. Westfield London, one of the largest centres in Europe, sits a couple of minutes away, and many of these tenants are professional sharers on short lets. Same checklist, a third battleground.

What 1 May 2026 actually changed for a W12 move-out

The Renters’ Rights Act 2025 came in on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has turned into a periodic tenancy, and a tenant can give two months’ notice at any point in the year rather than waiting for a fixed term to end.

Here is the part people get wrong. The cleaning side of a move-out did not change. The Tenant Fees Act still applies. The check-in benchmark still applies. The deposit maths is exactly what it was the week before. What changed is timing.

This was already a high-churn corner of London, full of one-year lets and short professional tenancies feeding off the Tube and Westfield. Let people leave on a rolling two months instead of a fixed date and the move-outs get more frequent and far harder to predict, so the month-end crush does not ease, it spreads. The takeaway is boring and it pays for itself: book the clean earlier than you used to, because the slot you want will be gone if you leave it to the last week.

The kitchen, where most of the deposit is won or lost

The oven is stripped, not wiped. Racks go into a soaking tank, the door glass is split apart so the brown film between the panels comes out, and the interior, fan, element and seals all get done. After that the rest of the room. Hob rings and burners off, control knobs off and washed, induction in the Television Centre flats and gas in the period ones. The extractor hood degreased inside and out and the filter soaked, which matters most on the Goldhawk Road flats over the takeaways. Every cupboard inside and out, the deep-cornered ones in the older terraced kitchens included. Fridge and freezer cleaned through once you have defrosted them. Appliances pulled out so the gaps behind and under the fridge, dishwasher and washing machine are done, then put back. And the washing machine itself: drum, drawer out and scrubbed, and the door seal, where the black mould ring hides. Microwave inside, out and underneath. Sink, taps, drainer and plughole descaled, because the water round here never lets that off. Tiles and grout scrubbed. Bins emptied and washed. Floor hoovered and mopped, edges done by hand where the mop misses.

Bathrooms, the other place it goes wrong

Scale comes off the taps, shower head, screen and tiles first, with a careful hand on any original chrome in the period flats. Grout is scrubbed back as far as honest effort takes it, and photographed first where it is clearly past saving. Then the rest, in plain order.

  • Shower screen both sides, the track, and the sealant bead included
  • Bath, taps, the underside of the taps, overflow and plughole
  • Mirrors and cabinets, and behind them where they come off the wall

  • Floor into the corners, behind the loo and under the basin

Bedrooms, living rooms and the bits in between

Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Light fittings, shades, switches, and the ceiling roses, which in a period flat off Sulgrave Road hold years of dust and always get checked. Window sills, reveals and frames on the inside, with the older windows facing Goldhawk Road needing slow, careful work where road grime has set on the glazing bars. Radiators behind, under and on top; a cast-iron one in an old terrace takes longer than a modern panel. Walls spot-wiped for marks, with a fair line drawn, because nail holes and scuffs are a decorator’s bill and not yours to scrub off. Hard floors washed with the right product for the material. Upholstery hoovered through. The staircase where the flat has one, treads, risers, banister and spindles. Cobwebs out of the ceiling corners. Then a final walk, photographed before and after, every room.

Two of these often want their own pass. Hot-water extraction on carpets is written into a fair few W12 tenancies as a hard requirement, which is what the carpet cleaning add-on covers on the same visit. Hard-used sofas in the sharer flats sometimes need full upholstery cleaning rather than a hoover. That photo set at the end is the evidence you keep, and it is the part most DIY check-outs never have when the agent pushes back.


West London water and the chalky ring it leaves behind

W12 sits in Thames Water’s hard zone, on the chalk that runs under this whole stretch of west London, and that one fact loses more deposits here than anything except the oven. The supply runs around 250 to 300 milligrams of calcium carbonate a litre, which is very hard by any measure, and it builds on taps, shower heads, screens and tile joints faster than tenants expect. A cloth does nothing to it. The clerk knows this and checks for it: a thumbnail down the tap, the shower screen held edge-on to the light, the head pulled in close. We use a proper descaling paste, not vinegar from a spray bottle, because it works on set deposit and because vinegar reek on a viewing flat is its own deduction. The kettle base, the mixer-tap aerator, the shower head and the toilet rim all carry a chalky build after even eighteen months of normal use, and they all get done.

Grout is the other one. Kitchen and bathroom grout is the line between a pass and a charge here more often than carpets are. We scrub it rather than wipe it. Where it is genuinely past saving, which happens in the long terrace tenancies, we photograph the state before we start so the clerk cannot bill you for wear that was already there at check-in. That dated photo has settled more disputes than any argument has, because a clerk cannot charge a tenant for grout that was already grey in the move-in pictures.

Specialist floors sit outside the scrub-and-go work. An original tiled hallway in a terrace, parquet under an old carpet, engineered board in a Wood Lane flat: each takes its own product, which is what the floor cleaning add-on is for.
