The first thing a clerk does in a flat fronting Talgarth Road is walk to the window and tilt their head against the light. How the check-in report quietly decides the money
Deposits do not disappear. They get itemised away, one line at a time, against a report written the day you moved in. A clerk walked the flat then, photographed every surface, and wrote “clean” or “as new” beside the kitchen and bathroom because the place had just been done professionally. At check-out a different clerk walks it again and marks you against that entry. Anything materially worse, beyond fair wear, comes off your money.
So you are not being judged against tidy. You are being judged against a professional clean, which is why a mop and a borrowed Saturday rarely gets a W14 flat over the line. The deductions I see most around here have a pattern once you know the building. In the red-brick mansion blocks off Edith Road and Gliddon Road it is the kitchen: original units, an extractor never degreased in two tenancies, the amber bloom of old fat on the wall behind the hob. In the flats and studio-houses fronting the A4 it is the front room, where the road does its slow work on the glass and the high edges.
The money is not abstract either. On the W14 rescue jobs we get called to after a failed check-out, the deductions land in a familiar spread: the oven, the bathroom scale, the gaps behind white goods, the windows the clerk checked against the light. Put that against a deposit of a couple of thousand pounds and the decision makes itself. Most tenants only run that sum after they have tried, failed, and lost the first round, which is a pity, because the first round is the cheap one to win.
The A4 problem, and why it is yours to clean
Talgarth Road is the A4. It carries one of the heaviest traffic loads into West London, day and night, and it does something measurable to the flats fronting it and the streets just behind. Brake dust and diesel film build on the outside of the glass, which you might expect. What catches tenants out is that it creeps inside too: onto window sills, the tops of skirting in the front room, picture rails, the high edges of reveals. These are the surfaces a weekly tidy never reaches, and they are the first ones a clerk who works this road goes to.

It is dull, slow work with a cloth and a step, and it is the difference between a pass and a deduction more often than anything clever. The studio-houses make this worse and better at once. St Paul’s Studios, the listed terrace on Talgarth Road itself, was built with enormous north-facing studio windows. Beautiful light, decades of road film. One of those windows left a fortnight collects a grey haze across the glass and the deep reveal that a normal clean only smears around. What licensing and the 1 May 2026 law changed for W14 move-outs
Two pieces of paperwork sit behind a West Kensington hand-back, and both raise the bar without changing the clean itself.
Hammersmith and Fulham licensing
The council runs two discretionary licensing schemes, both started on 5 June 2022 and both running to 4 June 2027. One is a borough-wide additional scheme for certain houses in multiple occupation. The other is a selective scheme covering single-household and two-person lets on 24 named streets, and Talgarth Road is on that list, alongside North End Road, Greyhound Road, Baron’s Court Road and Fulham Road. Why does it touch your clean? A licensed landlord is an inspected landlord. They keep records, they tend to use managing agents, and they hand the flat to the next tenant with a documented standard to meet. That means your check-out is held to that standard rather than waved through on a friendly nod.
The Renters’ Rights Act 2025
The bigger change is national. The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, most existing tenancies have converted to periodic, and a tenant can now give two months’ notice at any point in the year. Here is the part people get wrong. The cleaning side of a move-out did not change at all. Your deposit is still protected in one of the government-backed schemes, an adjudicator still decides cleaning disputes on evidence, and a dated professional clean with an itemised checklist is exactly that evidence. A landlord’s word that the flat was “left dirty” is not, if you can show otherwise. What changed is timing: more frequent, less predictable move-outs, so the slot you want goes sooner. St Paul’s Studios to the mansion blocks: the stock street by street
The housing here is not one thing, and each type fails an inventory differently. We clean each to the faults it actually has, not to a generic idea of clean.
St Paul’s Studios and the A4 frontage
Eight studio-houses make up St Paul’s Studios, designed by Frederick Wheeler and built in 1891 in the Arts and Crafts manner for unmarried artists. They run as the odd numbers from 135 to 149 Talgarth Road, each with a first-floor studio thirty feet long under a high ceiling, three living rooms below, and a housekeeper’s flat in the basement. Margot Fonteyn used one as a dance studio. They are Grade II listed, so nothing aggressive goes near original joinery or plaster, and the giant windows get the careful, patient treatment they need rather than a quick wipe.
The red-brick streets behind the road
Step off the A4 and you are into late-Victorian and Edwardian terraces and the big mansion blocks: Gliddon Road, Edith Road, Castletown Road, Vereker Road, Auriol Road. Most are one and two-bed period flats let to professionals, and the conversions keep their original features, which an inventory names individually. That means a check-out has to match them individually, and it means the high cornicing, the picture rails and the deep skirting all get done by hand.
Barons Court, West Kensington and the edges
Barons Court station works the District and Piccadilly lines from a handsome 1905 building, and West Kensington station sits one stop east on the District. Most of our jobs here are a short walk from one or the other. The patch runs out toward North End Road and the West Kensington estate on one side, and toward Margravine Gardens and Charing Cross Hospital on the other. Kitchen
This is where mansion-block deposits are won and lost. The oven is cleaned inside to the door glass, the racks and the back wall. The hob, splashback and the wall behind it are degreased to the surface. The extractor hood is wiped and the metal filter degreased, and that filter is the single most-missed item in a W14 kitchen, because clerks lift the hood to check it. Cupboards and drawers inside and out, including the greasy run of units beside the cooker. Sink and taps descaled until the chrome is bright. Fridge and freezer cleaned through and defrosted. Floor washed, including the gap beside the appliances where things hide.
Bathrooms
Hard-water country, so this is detailed work. Scale comes off the shower screen, tiles, taps and showerhead until the glass is clear and the metal bright. The toilet is done inside, behind and at the hinges. Bath and basin descaled, grout and silicone wiped, mould treated where it has taken hold in a corner. Mirror polished without streaks. Floor washed into the edges and behind the pedestal.
Bedrooms and living rooms
Everything wiped from the top down. Skirting, picture rails, the high window reveals and door frames, the A4-grime surfaces, all done by hand. Internal glass cleaned both sides where it is reachable. Fitted wardrobes and storage cleaned inside, not just the doors. Walls spot-cleaned for scuffs, with an honest line drawn between dirt and a decorator’s bill. Switches, sockets, radiators and the tops of doors. Carpets vacuumed, hard floors washed, cobwebs off the cornicing in the higher period rooms.
Throughout
The hallway, the stairs in a split house, any storage cupboard. Internal glass, switches, sockets and radiators along the whole flat. A final walk-through with the report open, so the last surfaces we touch are the ones the clerk checks first.
What Thames Water does to a West Kensington bathroom
W14 sits on the Thames Water supply, and it is very hard water, around 300 mg/L of calcium carbonate off the chalk the region draws from. You can check the figure for a W14 postcode on the Thames Water hardness page. That mineral loses more deposits here than almost anything except the oven.
Scale builds on taps, showerheads, screens and tile joints faster than tenants expect, and a wipe with a cloth does nothing to it. The clerk checks for it deliberately. They run a thumbnail down the tap, look at the shower screen edge-on against the light, pull the showerhead in close. A dull, scaled bathroom reads as “not cleaned” however hard you scrubbed the rest of it. We take the scale off until the chrome is genuinely bright, which on the original fittings in the older flats means patient work, not a brute-force descaler that would mark the metal.
The kettle is part of it too, since it is often the worst-furred thing in the flat and a clerk will open the lid. Where a fitting is past saving rather than dirty, we photograph it before we start, so a charge for wear that was there at check-in lands where it belongs.
What it costs, and the sum nobody runs in time
Flat-rate by size, no surprises on the day. These are our standard W14 prices. West Kensington is a sought-after pocket, but it is not on our premium central-London tariff, so you pay the base rate.

If you would rather book hours than a fixed package, it is £30 per cleaner per hour, though for a hand-back the fixed price is almost always better value and it is the one the guarantee attaches to. Those figures assume a flat in normal lived-in shape. A long tenancy with heavy wear, a pet household, or somewhere that has not had a proper clean in years costs more, and we say so on the phone, not after.
Add-ons go on only if you want them. Carpet shampoo is £36 a bedroom, £43 a living room, or £115 for the whole carpeted area of a two-bed, worth it if the check-in report logged the carpets as professionally cleaned, because the clerk will expect the same back. An oven deep-clean booked on its own or for a heavier job is £77 for a single, £110 for a double, £114 for a 90cm range. The standard single oven is already in the package above.
Run the sum the way the deposit makes you. A one-bed at £207 to protect a deposit several times that is not really a decision. For a move-out you want the first one. The other two are not measured against the clerk’s report and do not carry the guarantee.
